Description

This is a Notice of Intent, not a request for proposal. The National Institute of Health intends to negotiate on an other than full and open competition basis with the following vendor: SDV MEDICAL. Acquisition Description: This is an URGENT request to put the PMA in place by March 19th . The purpose of this acquisition is for Department of Peri-operative Medicine to request a Preventative Maintenance Agreement from SDV Medical for the XI Robot. This service is needed to provide Urology surgeons with the ability to perform Prostate and Nephrectomy surgery on patients using the DaVinci XI Robot without interruption based on the Robot being consistently software updated and checked for proper functionality. The National Cancer Institute�s Urologic Oncology Branch uses the da Vinci� Xi Surgical System with HD vision to perform Laparoscopic surgical procedures. Robotic assisted minimally invasive surgery is combined with targeted therapy directed at cancer genes. SDV Medical is a Service-Disabled Veteran-Owned Small Business that is approved to work with Intuitive the Manufacturer of the DaVinci Robot for PMA services. The statutory authority for this sole source requirement is 41 U.S.C. 253(c) (1) as implemented by FAR 6.302-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide the required may submit a capability statement that will be considered by email (subject line to reference NOI-OLAO-26-003778) by 12:00 PM eastern standard time on 03/16/2026 to: valerie.gregorio@nih.gov. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
