SOURCES SOUGHT NOTICE THIS IS NOT A SOLICITATION nor a request for quotes or proposals. Responses to this sources sought notice will be used by the Government to make appropriate acquisition decisions. This notice is issued solely for information and planning purposes. The Government is not obligated to, nor will it pay for or reimburse any costs associated with responding to this sources sought request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The North American Industry Classification System (NAICS) Code is 624221 Temporary Shelters, Small Business Size Standard is $13.5 Million. Provided for the benefit of the VA New Jersey Health Care System, located at: East Orange VA Medical Center 385 Tremont Avenue, East Orange, NJ 07018-1023 Lyons VA Medical Center,151 Knollcraft Road, Lyons, NJ 07939-5001 Purpose and Objectives: The Department of Veteran Affairs (VA) is seeking contractor(s) who can provide emergency, residential housing and case management services to homeless Veterans as part of VA s Community Based Health Care for Homeless Veterans (HCHV) program. These are not homeless shelters but rather transitional housing programs for VA health care eligible Veterans who require safe and stable living arrangements while they seek permanent housing. The contractor works in close collaboration with VA to provide Veterans community-based, residential environments with sufficient therapeutic services to meet the needs of those Veterans. Contracted Emergency Residential Services (CERS) programs target and prioritize homeless Veterans transitioning from literal street homelessness, Veterans being discharged from institutions, including those in need of medical respite, and Veterans who have recently become homeless. CERS programs, either directly or through linkage with community and other VA services, provide low demand, time-limited services such as supporting mental health stabilization, Substance Use Disorder (SUD) treatment services, enhancement of independent living skills, vocational training, and employment services. Emphasis is placed on referral and placement into permanent housing or longer-term residential programs utilizing VA and/or community resources. Lengths of stay in CERS typically range from 90 to 180 days with the option to extend based on clinical need. The purpose of this sources sought notice is to obtain information from qualified and experienced contractors who could potentially provide housing, case management services, and rehabilitative services as explained above. VA is only seeking information from contractors with current, active residential facilities in New Jersey. Facilities must be in centralized locations, near public transportation, and near areas that provide employment. Before responding, please carefully read and consider the following: -As this is a service acquisition, the Small Business Administration and the Federal Acquisition Regulation have a Limitations on Subcontracting requirement. For all small businesses, to include SDVOSB and VOSB, at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. -The Service Contract Act will apply. -Invoices will only be accepted on a monthly basis. Weekly invoices will not be accepted. Responses to this Sources Sought Notice must include the following information: (1) General information about your company including name, address, contact person, phone number, email address, SAM Unique Entity Identifier (ensure SAM indicates NAICS code 624221 if you are interested in the requirement) and company website (if available). How long has your company existed? (2) Type of business such as: Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, 8(a) Small Business, HUB Zone Small Business, Women Owned Small Business, Small Business, or Large Business. (3) Does your company currently operate a residential housing program in the New Jersey Health Care System area in an established brick and mortar building designated to serve homeless persons? a) If yes, what is the facility address? b) Does the facility provide 24/7 staffing? c) How many clinical and non-clinical staff are present during the day? How many are present during the overnight hours? d) What types of services are included at this facility? e) How many beds does the facility currently have? Is there room to expand/add more beds? f) How many beds for males? How many beds for females? g) How many fully- accessible ADA-compliant bedrooms and bathrooms are at your facility? h) How many Veterans would your facility be willing and capable of accommodating? (4) Describe your companys experience in providing residential housing services in the New Jersey area. (5) Does your company have experience providing homeless housing services for the Department of Veterans Affairs? (6) For the purposes of market research, please provide an estimate of what you might charge for a typical per diem rate, starting in the year 2026. The reimbursement method employed will be Bed Days of Care (BDOC) Rates. These rates are capitated and all-inclusive, encompassing all services provided to each Veteran under the contract per day.
