Description
Additional Information: The Government has a recurring need for Lead System Design Integrator (LSDI) services in support of an existing program for which required tasks associated with performance of the LSDI include commercial engineering services, such as: design activities, fabrication activities of technically complex systems, and integration activities. Currently, the required services are being met through the General Services Administration's (GSA) OASIS contract (GS00Q14OADU108) via the MORPHEUS task order (TO) (47QFCA22F0047), which was awarded to Booz Allen Hamilton Inc. (BAH). Task order 47QFCA22F0047 covers aspects of project design, development, engineering and integration, and operations and sustainment in support of the project; however, the MORPHEUS TO is reaching its ceiling causing its available ordering period to end prematurely, well before the Government's need for LSDI services is complete in 2030. ______________________________________________________________________ The Air Force Test Center (AFTC), Arnold Air Force Base, TN has concluded its market research and intends to solicit, negotiate, and award a sole source, firm-fixed price, requirements type Indefinite Delivery Contract (IDC) with a 5-year ordering period with three option periods using authority FAR 6.302-1 � 10 USC 3204(a)(1), Only One Responsible Source � No Other Supplies or Services Will Satisfy Agency Requirements. The IDC shall be negotiated with and awarded to one large business: Booz Allen Hamilton, Inc. � CAGE: 17038 / Unique Entity ID: JCBMLGPE6Z71. The North American Industry Classification System (NAICS) code for this acquisition is 541330, Engineering Services, Exception 1, Military and Aerospace Equipment and Military Weapons with a small business size standard of $47M. The product/service code (PSC) is R425, Support - Technical and Engineering Services (non-IT). This IDC will provide for the recurring need for LSDI services for the design, development, and integration of technically complex systems in support of a DoD program. This notice is not a request for competitive proposals or quotes. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Although the Government intends to solicit and award a sole source requirements type IDC, all responsible sources who believe their business can execute the requirements detailed in Atch 1 may submit a capabilities statement, which will be considered by the Government if received no later than 21 November 2025, 2:00 PM Central Time. Capabilities shall be submitted electronically to Contracting Officers: Brooke Vandeman and Haley Smith at brooke.vandeman@us.af.mil and haley.smith.10@us.af.mil, respectively. The Government will not be responsible for any costs in the preparation of responses to this announcement.
