NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT Title: CLC Genomics Workbench Software Maintenance and License Renewal Notice ID (POTS): 26-005973 Product Service Code (PSC): 7A21 � IT and Telecom Business Application Software NAICS Code: 513210 � Software Publishers Place of Performance: National Institutes of Health Clinical Center Bethesda, MD 20892 Description This Notice of Intent (NOI) is issued for informational purposes only and does not constitute a Request for Quotations (RFQ). The Government does not intend to solicit competitive quotations for this requirement. The National Institutes of Health (NIH), Clinical Center, Office of Acquisitions and Logistics Management (OALM), intends to award a sole-source, firm-fixed-price purchase order to QIAGEN LLC, 19300 Germantown Road, Germantown, Maryland 20874-1415, for the annual maintenance and license renewal of the CLC Genomics Workbench software suite, including associated server maintenance and software modules required to support clinical genomic analysis. The anticipated period of performance is from August 29, 2026, to August 28, 2027. The following items are required for this procurement: Product Name/Product Code/ Quantity CLC Genomics Server Execution Node/832633/3 CLC Genomics Server/832630/1 CLC Genomics Workbench CL/832609/3 Background The Department of Laboratory Medicine (DLM) relies on the CLC Genomics Workbench to support molecular diagnostics, bioinformatics analysis of next-generation sequencing (NGS) and Sanger sequencing data, and validated clinical workflows for human, mouse, and microbial genomes. The software provides integrated analysis tools that are essential for patient testing, research, and laboratory operations. Sole Source Rationale QIAGEN LLC is the exclusive provider of the CLC Genomics Workbench software and associated maintenance services. The existing software has been validated within DLM's clinical laboratory environment. Replacing the software with an alternate product would require extensive revalidation of laboratory workflows, increase costs, interrupt clinical operations, and could delay patient diagnosis and treatment. Authority This acquisition is being conducted pursuant to FAR 13.106-1(b)(1), Soliciting from a Single Source. Under this authority, the Contracting Officer may solicit from a single source when only one source is reasonably available to satisfy the Government's requirements. Acquisitions conducted under FAR Part 13 are exempt from the competition requirements of FAR Part 6. Responses This is not a Request for Quotations. Interested parties may submit a capability statement demonstrating their ability to satisfy the Government's requirement. Responses should include: � Company name and address � Technical capability � Proof of OEM authorization, if applicable � Relevant past performance The Government will evaluate all capability statements received. However, the determination not to compete this requirement remains solely within the discretion of the Government. Submission Instructions Capability statements shall reference POTS 26-005973 and must be submitted electronically no later than July 17, 2026, at 9:30 a.m. Eastern Time (ET).
