Description
The VA Network Contracting Office 8 (NCO-8) intends to issue a firm-fixed price single-source procurement to Abbott Laboratories Inc for FY26: Abbott iStat Point of Care Analyzers (Cost-Per-Test), consumables for the VA Caribbean Healthcare System (VACHS) in San Juan, Puerto Rico. The proposed contract is for an Abbott iStat Point of Care Analyzers (Cost-Per-Test) consumables to provide medical testing for the following: ACT, hs Troponin, Basic metabolic panel with hemoglobin and hematocrit, Blood gases with sodium, potassium, hemoglobin and hematocrit, Creatinine, Glucose for critically ill patients required to be performed on a single platform/equipment. The current platform is old and is in need of replacement. These products and equipment are utilized to ensure and maintain high-quality testing and disease discovery for medical patients. There is only one company with the capability of performing these designated tests under one platform. The applicable NAICS code for this acquisition is 334516 with a business size standard of 1,000 employees and PSC 6640. The proposed contract is to replace the current outdated Point of Care Test Analyzers (Cost-Per-Test), consumables. A newer version of the Abbott i-STAT analyzers (Cost-Per-Test) consumables and platform, which the Government intends to solicit, with only one source under the Authority of FAR 13.106-1(b). This is a notice of intent to award a single-source procurement action and is not a request for competitive quotes. No solicitation package is available. Firms that want to challenge the single source must show clear and convincing evidence of their capability to provide the services/supplies, and that competition would be advantageous to the Government. Those responses are to be submitted via email to CS/CO Email Darrin.Alexander2@va.gov no later than 03/04/2026 at 13:00 and Eastern Time Zone A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. NCO-8 will not provide any reimbursement for any costs associated with or connected with providing any capabilities information.
