Description

The U.S. Embassy in Ecuador seeks to contract a professional communications agency to design, produce, and implement a unified project to commemorate the 250th anniversary of the United States� independence in Ecuador. This project will combine two complementary components�a Content Creators Communication Campaign and a Mobile Exposition of American Innovation and Excellence�into a single, coordinated initiative under one brand and message. The objective is to engage Ecuadorian audiences and communicate official U.S. history, progress, and priorities. The contracted agency will work closely with the Public Diplomacy Section (PDS) to ensure accuracy, brand consistency, and maximum impact. Service specifications will include: � Compensation for key project staff including Project Director, Creative Director, Campaign Manager, Digital Content Producer, Exhibition Designer, Social Media Specialist, and Logistics Coordinator. � Content Creators Communication Campaign: o Identify, contract, and manage Ecuadorian digital influencers with strong local engagement, particularly targeting youth and emerging leaders. o Develop and produce bilingual (Spanish/English) social media content with authentic local voices. o Ensure alignment with U.S. Embassy and Consulate-approved messaging and brand guidelines. o Implement a content calendar across multiple platforms (Instagram, TikTok, YouTube, Facebook, X/Twitter). o Monitor campaign performance, engagement metrics, and audience reach; provide a mid-campaign and final report. � Mobile Exposition of American Innovation and Excellence: o Design, produce, and assemble a portable physical exhibition and interactive virtual exhibition featuring U.S. historical milestones, leadership, and innovation in science, technology, space exploration, commerce, and entrepreneurship. o Include hands-on activities, interactive displays, and multimedia components adaptable to schools, universities, and public spaces. o Ensure exhibition branding matches the digital campaign for a unified identity. o Manage transportation, assembly, and on-site staffing for events across selected cities and provinces. o Coordinate with PDS and local partners for venue scheduling and audience outreach. � Integrated Promotion & Branding: o Develop a unified visual identity and messaging framework for both components under the America250 brand. o Produce promotional materials (digital graphics, banners, press kits, videos). o Coordinate media relations and coverage for key launch events with U.S. Embassy and Consulate. � Logistics & Operations: o Oversee all travel, lodging, shipping, and venue-related costs equipment, and materials. o Ensure security and insurance coverage for exhibition components during transport and display. � Workshops & Educational Outreach: o Provide at least three workshops or talks in coordination with local universities and cultural centers to deepen audience understanding of U.S. priorities and innovation. � Deliverables: o Fully implemented Content Creators Campaign with documented reach and engagement data. o Fully functional and portable Mobile Exhibition ready for deployment nationwide. o Transport the mobile exhibition to different sites (assemble and disassemble) o Mid-term progress report and final comprehensive project report (including audience analytics, media coverage, and lessons learned). o All creative assets, design files, and rights for future PDS use. Period of Performance: The performance period will run for 12 months after the award of the contract. Proposal presentation: Each offer must consist of the following: - List of clients over the past 5 years. -References Certificates (provide dates of contracts, places of performance, value of contracts, contact names, telephone and fax numbers and email addresses). Offerors are advised that the past performance information requested above may be discussed with the client�s contact person. In addition, the client�s contact person may be asked to comment on the offeror�s: Quality of services provided under the contract Compliance with contract terms and conditions. Effectiveness of management. Willingness to cooperate with and assist the customer in routine matters, and when confronted by unexpected difficulties; and Business integrity / business conduct. The U.S. Embassy intends to award a contract resulting from this solicitation to the lowest priced technically acceptable offeror who is a responsible contractor. We intend to award a contract/purchase order based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so. Direct any questions regarding this solicitation, by e-mail, to QuitoProcurement@state.gov before 4:00 p.m., local time, on September 10, 2025. Your proposal must be submitted, by e-mail, to the Contracting Officer, at QuitoContracts@state.gov before 4:00 p.m., local time, on September 19, 2025. No proposal will be accepted after this time. It is important to make sure the submission is made in specific size and format; in MS-Word 2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf) file format. The file size must not exceed 25MB. If the file size should exceed 25MB, the submission must be made in separate files and attached to separate emails with less than 25MB each. The technical and economic proposals must be submitted separately. Do not include pricing within the technical proposal. Failure to that may deem the offeror�s proposal to be considered non-responsive to the terms of this solicitation. Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102. Failure to be registered at the time of proposal submission shall deem the offeror�s proposal to be considered non-responsive to the solicitation instructions and requirements and no further consideration will be given. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.
