Description
On behalf of Bureau of Labor Statistics (BLS), the U.S. Department of Labor (DOL), Office of the Senior Procurement Executive (OSPE) issues this request for quotation (RFQ) for healthcare building construction data and price updates for the four major Census regions (Northeast, South, Midwest, and West) to be delivered on a quarterly basis. The Bureau of Labor Statistics (BLS) requires data and services to aid in creating four regional (Northeast, South, Midwest, and West) healthcare building cost models in order to maintain and improve the consumer product indexes it produces. In addition, a methodology document is required in order to describe the methodology of the cost updates for each of the regional cost models on a quarterly basis that will be provided for with the data obtained in the option periods. In each of the option periods, the vendor shall adjust the costs for each component of the model to reflect actual market price movement observed within the region for which the model was designed on a quarterly basis. BLS purchases data on the following types of new nonresidential building construction: Industrial building construction Office building construction School building construction Warehouse building construction Healthcare building construction The base period of each of the building type purchase orders consists of the creation of new hypothetical building models. This data is used by Producer Price Index (PPI) Office of Prices and Living Conditions (OPLC) Field Economists to initiate respondents into the PPI survey. The option periods for each of the building types consist of cost updates for those hypothetical models. This data is then used by PPI OPLC Economists to update the costs of the models in the PPI indexes by combining it with ongoing respondent survey data. See attached solicitation for details.
