Description
THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR QUOTE (RFQ). AN RFQ WILL NOT BE ISSUED AND QUOTES WILL NOT BE REQUESTED. Defense Health Agency (DHA), Healthcare Contracting Division - South, intends to award a contract to the Mississippi State Department of Health to provide the Keesler Air Force Base labor and delivery unit with the State required newborn screening blood testing services. Requirement: This non-personal services IAW the State of Mississippi, sections 41-21-201 and 41-21-203 of the Mississippi Code of 1972. The Mississippi State Department of Health is responsible for carrying out the Newborn Screening and Follow-Up Program. The Mississippi Code of 1972 requires that blood samples be collected on newborns that are 24 to 48 hours old. The samples are shipped to the Mississippi Department of Health�s screening lab for screening of congenital hypothyroidism, phenylketonuria, hemoglobinopathies, congenital adrenal hyperplasia, galactosemia, and 35 other conditions. The results will be made available through the Mississippi Department of Health screening laboratory portal and are then entered by military personnel into the MHS Genesis system. Responses to this electronic notice must be submitted by 10:00 AM (CST) 24 October 2025. via email to dale.a.padro.civ@health.mil. Interested vendors must be registered in the System for Award Management (SAM) at https://www.sam.gove/portal/public/SAM. Oral communications are not acceptable in response to this notice. Disclaimer: This Notice of Intent is NOT a request for quotes. Interested parties may identify their interests and capability to respond to this requirement by 24 October 2025 at 10AM (CST). Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The determination not to compete this proposed contract action is solely within the discretion of the Government. The Government will not be responsible for any costs incurred by responding to this notice. All information received in response to this notice that is marked proprietary will be handled accordingly in accordance with (IAW) Federal Acquisition Regulation (FAR) 15.201(e). Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses incurred associated with responding to this Intent to Sole Source.
