Notice of Intent to Sole Source HT941026N0006 THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE SERVICE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division � West (HCD-W), San Diego, intends to negotiate and award a firm fixed price contract for Beryllium Lymphocyte Proliferation Test (BeLPT) in accordance with Federal Acquisition Regulation (FAR) 13.501(a) Sole Source acquisitions and FAR 13.106-1(b)(1)(i), only one source being available to meet the Government�s needs, to: National Jewish Health 1400 Jackson ST Denver, CO 80206-2761 The North American Industry Classification System (NAICS) code for this requirement is 621511 - Medical Laboratories; the business size standard is $41.5M. The Product Service Code (PSC) is Q301 - Medical- Laboratory Testing. The objective of this sole source award is to procure Beryllium Lymphocyte Proliferation Test (BeLPT) services. Naval Health Clinic Hawaii (NHCH) Occupational Health Department requires annual BeLPT services for an estimated 250 samples submitted by the Makalapa Laboratory. BeLPT is the testing of blood samples to determine beryllium sensitivity by measuring lymphocyte proliferation. Occupational Safety and Health Administration (OSHA) mandates the medical surveillance of workers exposed to Beryllium. As part of medical surveillance, NHCH is requesting the testing of BeLPT for at-risk employees. All costs related to shipping, testing and interpreting the results will be included. Period of Performance will start 01 February 2026 to 31 January 2027 for base year and will include four (4) option years. Base Period: 01 February 2026 to 31 January 2027 Option Period 1: 01 February 2027 to 31 January 2028 Option Period 2: 01 February 2028 to 31 January 2029 Option Period 3: 01 February 2029 to 31 January 2030 Option Period 4: 01 February 2030 to 31 January 2031 NHCH will ship the samples via priority overnight courier. These blood samples must arrive at the testing facility within 24 - 48 hours after blood collection to maintain viability. If the blood samples are received past 48 hours after the sample is drawn, or the positive controls� test is negative, the sample is rejected, and a new blood test must be re-drawn and re-submitted by NHCH. Therefore, the contractor�s facility location from NHCH is a major factor in ensuring test samples are delivered within this time frame. National Jewish Health is the only contractor capable of providing the BeLPT services and meeting the 24 - 48 hours� time frame. The work shall be performed at the contractor�s facility. Based on market research, National Jewish Health is the only source that can meet the Government�s minimum requirements for BeLPT services. This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required services to NHCH. Capability statements shall not exceed six (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
