Description
Notice of Intent to Award a Sole Source Contract Extension This is a notice of intent to award a sole source contract extension and is not a request for competitive proposals. Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Sigonella Italy-Naples (FLCSI-N) intends to award a sole source contract extension on behalf of Navy Region Europe, Africa Central (EURAFCENT) to the incumbent contractor, Data Management SRL located in Rome, Italy, for the continuation of critical IT services in support of Local National (LN) Payroll/Timekeeping services within the Area of Responsibility (AOR) - Italy, Bahrain, Romania, Saudi Arabia, and Spain. The Government requires continued support for the aforementioned services in order to perform critical functions within each of the AORs. The current contract, N6817125P0013, is set to expire on 11 February 2026. This extension will ensure continuity of these essential services while the Government finalizes a competitive follow-on acquisition strategy to secure a long-term, FedRAMP certified contract. The proposed extension will be for a one (1) year performance period with one six-month option period. The statutory authority permitting this other than full and open competition FAR 13.106-1(b)(1)(i). The incumbent contractor, Data Management SRL, is the only known source capable of providing the required services without an unacceptable delay or break in service for approximately 4,100 LNs across the AOR. Recent market research conducted by the Government failed to identify any other source with the immediate capability and requisite knowledge to perform these services in the AOR. A lapse in service would pose a significant risk on the daily operational readiness and result in a significant disruption to mission-critical operations and compromise the Government�s ability to perform essential tasks. This short-term extension is necessary to provide the Government with sufficient time to conduct full and open competition for a follow-on contract, with specific emphasis on identifying and transitioning data to a suitable FedRAMP certified vendor capable of supporting all locations in the AOR. This notice is not a request for competitive proposals. However, interested parties may express their interest and capability to respond to the requirement no later than 3 February 2026. Please identify in your response a brief capabilities statement to perform payroll/timekeeping services in the AOR and current FedRAMP status or ability to become FedRAMP certified. All responses must be submitted in writing to the Contracting Office point of contact provided in this notification. The Government is not responsible for any costs associated with preparation and submission of data or any cost incurred in response this announcement. This is the sole responsibility of the respondent and will not be reimbursed by the Government. The decision to proceed with the sole source contract extension is at the sole discretion of the Government.
