Description

This is a sources sought. This sources sought neither constitutes a Request for Proposal, nor does it restrict the Government from an ultimate acquisition approach. The sources sought should not be construed as a commitment by the Government for any purpose. Requests for solicitation will not receive a response. All information is to be submitted at no cost or obligation to the U.S. Government. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this market survey. The U.S. Government is not obligated to notify respondents of the results of this survey. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. The Naval Surface Warfare Center, Indian Head Division (NSWC IHD) is seeking sources for the procurement of domestically manufactured Di-N-Butyl Sebacate (DBS). The chemical and physical properties of DBS shall meet the requirements of Military Specification MIL-DTL-82669B. The contractor shall test the DBS against an external certified and traceable DBS using gas chromatography (GC). The GC testing must be run on the same instrument via the same method and calibration. All interested sources shall provide a company brochure or list of capabilities, product literature, organization name, address, a point of contact, phone number, fax number, e-mail address, business size, taxpayer identification number, UEI number, and CAGE Code. All responding sources must email their response submissions no later than 3:00 p.m. EST on 5 January 2026 to: Naval Surface Warfare Center, Indian Head Division (NSWC IHD) Bridget Taylor: bridget.m.taylor.civ@us.navy.mil Large files need to be compressed using WinZip (http://www.winzip.com).
