Description
THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The United States Coast Guard Base Portsmouth intends to award a sole-source purchase order using the procedures at Federal Acquisition Regulation (FAR) 12.102(a), as PVPII-FNSS ACQUISITION INC has been deemed the only one source available to meet this specific requirement due to specifications and diagnostic equipment for the Smith & Wesson Grab 300 Barrier system are proprietary to the original equipment manufacturer and are not publicly available. This purchase order is intended to be awarded to PVPII-FNSS ACQUISITION INC for the Installation of a new conduit pathway for the GRAB barrier system, installation of new 18/3 EFO wiring, and the integration of these systems to the exisiting Master Control Panel and Barrier Control Panel. The requirements document in the form of a draft Statement of Work is attached to this notice. The anticipated NAICS code for this action is 561621, Security Systems Services (except Locksmiths), with an associated small business size standard of $25.0 million. The anticipated PSC code action is J063, Maintenance, Repair, and Rebuilding of Equipment � Alarm, Signal, and Security Detection Systems. Both of these codes are subject to change. This notice of intent is not a request for competitive proposals or quotations. Any party who believes they can perform this requirement should submit a capability statement for consideration by the government. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The government will not be responsible for any costs incurred by responding to this notice. A party may identify their interest and submit a capability statement by 5:00pm Eastern Time on June 11, 2026.
