Description
This notice serves as a pre-solicitation notice/procurement synopsis as required by FAR Subpart 5.204 as well as the draft RFP package for industry review/feedback. The Air Force Research Laboratory (AFRL) Procurement Headquarters (PK) located at 1864 4th St, Building 15, Wright Patterson AFB, 45433 intends to issue solicitation resulting in multiple awards for the AFRL Multiple Award Indefinite Delivery Indefinite Quantity (AMAC) vehicle. This notice of contract action does not constitute a solicitation, nor does it constitute a request for proposals. This procurement is advertised as full and open. This procurement will use FAR part 15 Request for Proposal (RFP) process and intends to award Indefinite Delivery Indefinite Quantity (IDIQ) contracts to the responsible offeror(s) whose proposal(s), conform to the RFP. This is an IDIQ contract with no pre-established fixed contract prices. Future requirements/ deliverables will be determined by the Contracting Officer who will issue written Orders to the contractors IAW Far Part 16.505. Award of orders will be determined by requirements and will include but not limit itself to Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF), and other possible contract types. The work to be acquired under this effort is for diverse types of Science and Technology (S&T) requirements as written in the IDIQ Statement of Objective (SOO). The North American Industry Classification System (NAICS) code is 541715 with a size standard of 1,000 employees. Foreign participation is not authorized. The basic contract period will be for five (5) years with three (3) one year options. The estimated maximum dollar value for all contracts combined is $10,000,000,000.00. Order values will be based on future needs of AFRL customers. The government makes no representation as to the number of orders; however, during the term of the contract, a minimum of $500.00 is guaranteed to be ordered from each awardee, at the issuance of the AMAC contracts. Contractors are not guaranteed work in excess of the minimum guarantee. The Government intends to evaluate proposals and award contract(s) without discussions. However, the Government retains the right to hold discussions if determined appropriate. This is an opportunity for Industry to respond with comments, questions and/or suggestions. All aspects of industry input will be considered in finalizing the RFP. Particularly astute observations and broadly applicable points of clarification will be posted to SAM.gov in an anonymous question-and-answer format.
