Description
Sources Sought - Solicitation Number: 36C26026Q0686, Mann-Grandstaff Veterans Affairs Medical Center (MGVAMC) Single Award Task Order Contract (SATOC) for Maintenance and Repair Services. This is a Sources Sought announcement only. This is not a request for proposals, quotations, or bids; nor a synopsis of a proposed contract action under RFO Subpart 5.2 and no contract shall be awarded from this notice. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought or any follow-up information requests. No solicitation is available currently. This notice is for market research purposes to gain knowledge of interest, capabilities, and qualifications of interested Small Businesses. Responses to this Sources Sought may shape the acquisition strategy in developing a competitive requirement. Not responding to this notice does not preclude participation in any future or potential solicitation. It is the intent of the VA to use the information gathered for market research purposes only. Veterans Health Administration, Regional Procurement Office West, Network Contracting Office 20, is conducting market research for a firm-fixed price (FFP), Indefinite Delivery/Indefinite Quantity (ID/IQ), SATOC that encompasses a broad range of repairs, renovations, and minor alterations to existing facilities and/or infrastructure that are primarily maintenance in nature at the MGVAMC located in Spokane, WA. The scope will primarily be maintenance in nature, with ancillary construction and can include, but is not limited to the facility support services noted in the attached Statement of Work (SOW). The contract will be awarded as a 5-year base ID/IQ with a $4,000,000.00 total capacity. During the contract period, the facility staff will identify projects for Task Orders that will be issued by the Contracting Officer (CO), which will primarily range from $2,000.00 to $350,000.00. The North American Industry Classification System (NAICS) code is 561210, Facilities Support Services. The Small Business Size Standard is $47 million. Sources are highly encouraged to respond to this notice. After review of the responses to this notice, and if the Government still plans to proceed with this project, a separate pre-solicitation announcement will be published on www.SAM.gov. Responses are requested with the following information: (1) Email subject line needs to contain the solicitation number 36C26026Q0686. (2) The Sources Sought Contractor Information Form . Please complete all boxes. (3) The Sources Sought Past Performance Project Data Form . Please submit one form for each project that is similar in scope, complexity, size, and cost or price completed within the past five (5) years of the issue date of this Sources Sought notice, preferably as a Prime contractor on an Indefinite Delivery Type Contract, such as an ID/IQ. If the Offeror doesn t have any past performance as a Prime contractor on an Indefinite Delivery Type Contract, then please submit forms for a variety of the facility support services noted in the SOW. If the Offeror is a Joint Venture (JV), recent and relevant project experience shall be submitted for projects completed by the JV entity. If the JV does not have experience, such projects shall be submitted for each Joint Venture partner. No more than three (3) project submissions. (4) ONLY SDVOSB or VOSB businesses - please include a description as to how your company would maintain compliance with VAAR 852.219-75, VA Notice of Limitations on Subcontracting Certificate of Compliance for Services and Construction. (5) All other socio-economic businesses please include a description as to how your company would maintain compliance with FAR 52.219-14, Limitations on Subcontracting. (6) The Government anticipates that this procurement will include consolidation of numerous requirements into one procurement consistent with RFO 7.107. The work involved in each Task Order that will be issued under this contract could be issued under a stand-alone acquisition or combined to a lesser degree. Please comment on the extent that consolidation of these requirements into a single procurement impacts your company s ability to compete. Are there elements of this work which your company cannot perform because they have been consolidated? Are there types of work that your company cannot perform? Please comment if there are any ways that the Government could divide this work into multiple procurements that would allow your company to be more competitive. Please state if the consolidation of these requirements will have no impact on your company s ability to complete. Note: Do not include Proprietary, classified, confidential, or sensitive information in responses. NO RESPONSES WILL BE ACCEPTED BY FAX. Responses will not be returned.
