Description

NAVAL INFORMATION WARFARE SYSTEMS COMMAND (NAVWAR), on behalf of the Program Executive Office Command, Control, Communications, Computers and Intelligence (PEO C4I) and the Multifunctional Information Distribution System (MIDS) Program Office (MPO), intends to award a sole source Single Award Indefinite-Delivery Indefinite-Quantity (IDIQ) contract to L3 Technologies, Inc. (640 North 2200 West, P.O. Box 16850, Salt Lake City, UT 84116-0850) for the production of new MIDS Low Volume Terminal (LVT) security module. The authority under 10 U.S.C. 3204 (a)(1) and in accordance with FAR 6.302-1(a)(2)(ii), Only One Responsible Source permits Other Than Full and Open Competition for this procurement. A Justification and Approval (J&A) was approved and will be posted to Procurement Integrated Enterprise Environment (PIEE) and transmitted to sam.gov. The Single Award IDIQ will include a one five-year ordering period. The module development and production was originally awarded to Viasat, for a modernized solution under a limited competition in 2012 and, thus, is the sole manufacturer. Viasat has been the sole producer of the MIDS LVT security module since the initial award. Viasat, was subsequently acquired by L3 Technologies Inc. An award to a source other than L3 Technologies, Inc. would result in a substantial duplication of cost to the U.S. for the design, development and qualification of a new module. The cost associated with the development and qualification of a new source is not expected to be recovered through competition. Accordingly, L3 Technologies, Inc. is the only responsible source without substantial duplication of costs that are not expected to be recovered through competition. The North American Industry Classification System (NAICS) Code for this requirement is 334220- Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing. The Federal Supply Class (FSC) code is 5821- Radio and TV Equipment, Airborne. Firms interested in subcontracting opportunities should contact L3 Technologies, Inc. directly. This pre-solicitation notice is published for information purposes only and is not a request for proposals. It shall not be construed as a commitment by the Government. No reimbursement will be made for any costs associated with providing information in response to this announcement, or any follow-up information requests. Responses to this notice of intent to award to L3 Technologies, Inc. should be submitted in writing no later than fifteen (15) calendar days from the date of this synopsis to the Contract Specialist, Rodrigo Peraza at rodrigo.peraza.civ@us.navy.mil or to the Contracting Officer, Editha Y.
