Description

1. THE SUBJECT REQUIREMENT IS BEING SYNOPSIZED IN ACCORDANCE WITH FAR 36.213-2. THIS IS A SYNOPSIS ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. NO SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME. 2. Naval Facilities Engineering Command (NAVFAC) Far East, Contract Execution Team, has an upcoming Design-Build Construction project for the Whole House Revitalization of the existing Family Housing Hirise Building (Bldg) No.5024, located in the Hario housing area at U.S. Fleet activities Sasebo, Japan. 3. CONTRACTOR LICENSING REQUIREMENTS: Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. STATUS OF FORCES AGREEMENT: The U.S. Government will not offer United States Official Contractor status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this solicitation; nor will the U.S. Government certify any employees of a contractor as Members of the Civilian Component under Article I(b) of the SOFA. 4. This project is to perform whole house revitalization of existing HiRise Ume Tower Bldg. 5024 which consists of 68 enlisted and officers at the Hario Housing area, in Sasebo, Japan. Renovation consists of replacement of interior finishes, lighting, HVAC systems, bathrooms and laundry rooms and repairs to kitchen and common spaces. The project will provide for a complete and useable facility. In accordance with DFARS 236.204, the magnitude of this construction project is estimated between $25,000,000 and $100,000,000 USD. The Offeror shall be required to complete the entire work, ready for use, not later than 620 calendar days including the mailing period after the date of Award. 5. Award will be made to the responsible offerors whose proposal, conforming to the solicitation, is the most advantageous and offers the best value to the Government considering price and technical evaluation factors. 6. Interested offerors can view and/or download the solicitation from this website, Asia Navy Electronic Commerce Online (AsiaNECO) at https://asia.neco.navy.mil, and Federal Business Opportunities (FBO), at https://www.fbo.gov, when it becomes available on or approximately mid-April 2018. Hard copies will not be provided. It is the offerors responsibility to check the websites daily for any amendments to this solicitation. All interested offerors shall register at the website https://asia.neco.navy.mil. Offerors must be registered with the System for Award Management (SAM) in order to receive a Government contract award. To register, the SAM Internet address is: https://www.sam.gov/portal/public/SAM/. Offerors must have an active registration in SAM and must have active Representations and Certifications in SAM. Interested offerors are encouraged to register as soon as possible. 7.
