Description
PRE-SOLICITATION NOTICE: THIS IS A TOTAL 100% SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) SET-ASIDE. The Department of Veterans Affairs (VA), Veterans Integrated Services Network 23 (VISN 23), Minnesota Region has a need for a Multiple Award Task Order Contract (MATOC) for construction. Network Contracting Office 23 (NCO 23) intends to issue a Request for Proposal (RFP) to make multiple awards for Indefinite-Delivery Indefinite- Quantity (IDIQ) contracts for maintenance, repair, alteration, and new construction services with task orders ranging in value from $2,000 to $10,000,000, with a maximum contract value of $70,000,000 including modifications against the task orders. The MATOC will include a five (5) year ordering period from date of award. The facilities to be covered by the resultant contracts include Minneapolis VA Health Care System, St. Cloud VA Health Care System, and all facility supported clinics and programs within the Minnesota region. NCO 23 anticipates a minimum of eight (8) IDIQ contract awards and shall reserve the right to make more or less than what is anticipated. The applicable NAICS Code under this acquisition is 236220 - Commercial and Institutional Building Construction and $36.5 Million small business size standard, however, other NAICS Codes under the Subsector 237 Heavy and Civil Engineering Construction and Subsector 238 Specialty Trade Contractors may be used based upon the individual Statement of Work. In accordance with VAAR 836.204(f), the magnitude of construction cost range for the seed project is $2,000,000 and $5,000,000. A bid bond will be required for this project and contractors will be required to have the capability of obtaining bonds for any projects that they submit an offer on. As requirements are defined, task order solicitations will be competitively issued to all selected MATOC contractors. All selected MATOC contractors will be given an opportunity to bid or propose on any task order. The solicitation will be available at (http://www.fbo.gov) at a later date that is still being determined. Any amendments to the solicitation will be posted at (http://www.fbo.gov). All parties must obtain amendments to the solicitation through this web site. Hard copies will not be mailed. Interested parties must go to the web site to be entered on the Interested Vendors List and/or to obtain copies of the Interested Vendors List. No questions will be addressed until the after the closing date for questions/clarifications/inquires as listed in the solicitation. The date, time, and location of the Pre-Bid Site-Visit will be announced upon solicitation issuance. This solicitation will be issued in accordance with Public Law 109-461, the Veterans Benefits, Healthcare Information and Technology Act of 2006, Section 502 and 503, as a set aside for Service Disabled Veteran Owned Small Business (SDVOSB) concerns. Offerors must be able to represent to the Contracting Officer that it is SDVOSB eligible under VAAR 819.70, a small business concern under the NAICS Code assigned to this acquisition, and listed as a verified SDVOSB in VIP database at (http://www.vetbiz.gov/) at time of offer and award. All respondents must be registered in System for Award Management (SAM) database (http://www.sam.gov) and complete online Representations and Certifications at (http://orca.bpn.gov), along with Vets 100 at (http://vets.dol.gov/vets100/) prior to award.
