Description
Mandatory Site Visit: June 25, 2026, at 3:00 PM EDT (12:00 PM Noon local Arizona time) All questions must be submitted in writing to the Contracting Officer by June 29th 2026. 1. Description of Work The U.S. Customs and Border Protection (CBP) has a requirement for the renovation and physical security enhancement of a 2,700 SF modular facility (Building #6) at the Tucson Border Patrol Sector Headquarters in Tucson, AZ. This project is critical to support 24-hour operations for Special Operations Command North (SOCNORTH). The work is detailed in the attached Statement of Work (SOW) and generally includes, but is not limited to, the following key tasks: Demolition and Architectural Repairs: Removal of existing windows and replacement of non-serviceable building skirting. Structural Modifications: Construction of a new security vestibule inside the main entrance, including structural improvements to the sub-flooring and framing to support the installation of a Sensitive Compartmented Information Facility (SCIF) door. SCIF Door and Hardware: Installation of one (1) new door assembly compliant with Intelligence Community Directive (ICD) 705 standards, complete with a GSA-approved X10 high-security lock. HVAC Upgrades: Installation of two (2) new 1-ton mini-split HVAC units. Electrical Systems: Assessment of the building's electrical system to support new and existing loads. The contractor shall propose and install upgrades and a backup power generator solution if the existing system is found to be insufficient. Perimeter Security: Installation of a 6� high chain-link fence with concertina wire and two access gates. Electronic Security Systems (ESS): Installation of a new CCTV system and an Intrusion Detection System (IDS). The IDS must be compliant with ICD-705 and UL 2050 standards and must be installed by a UL 2050 certified installer. 2. Important Conditions Site Location: The work will be performed on an active, secure federal law enforcement compound. Strict coordination and adherence to all site security policies and procedures are mandatory. Personnel Security: All contractor personnel requiring access to the site must be United States Citizens and must undergo and pass a National Agency Check with Inquiries (NACI) background check facilitated by the government prior to site access. Document Control: The full technical drawings for this project are designated as Controlled Unclassified Information (CUI). Vetted offerors may request access to the drawings through the Contracting Officer after the solicitation is issued. SAM.gov Registration: Offerors must have an active registration in the System for Award Management (SAM.gov) at the time of proposal submission and must maintain it for the life of the contract. 3. Proposal Submission This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6. Proposals should be submitted no later than the response date listed above. Offerors are required to submit a technical proposal that addresses their approach to completing all tasks in the SOW, along with pricing. Key submission requirements include: Proof of a valid SAM.gov registration (UEI and CAGE Code). A detailed technical approach for the work outlined in the SOW. Proof of having a UL 2050 certified installer for the IDS. This is a mandatory requirement. A preliminary project schedule. A completed Quality Control Plan (QCP).
