Description
Synopsis: NASA/NSSC has a requirement for Procurement of Niobium Alloy Nb521 Powder. NASA/NSSC intends to issue a sole source contract to ATI SPECIALTY ALLOYS & COMPONENTS, LLC 116 15TH ST STE 301 Pittsburgh, Pennsylvania 15222 United States under the authority of FAR 12.102(a). It has been determined that ATI SPECIALTY ALLOYS & COMPONENTS, LLC is the sole provider of Procurement of Niobium Alloy Nb521 Powder. NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Glenn Research Center (GRC). The Government intends to acquire Commercial items or services using the provisions, clauses and procedures prescribed in FAR Part 12 for Commercial The NAICS Code for this procurement is 332999 . Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. Central Standard Time on 5/26/2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. NASA FAR Supplement Clause 1852.215-84, Ombudsman, is applicable. Applicable FAR Clauses The following clauses are incorporated by reference and/or full text: FAR 52.225-1 FAR 52.225-2 Note: If the total value of this procurement meets or exceeds the Trade Agreements Act threshold, FAR 52.225-5 (Trade Agreements) shall apply in lieu of FAR 52.225-1. 2. Country of Origin and Manufacturing Requirements This procurement is subject to the Buy American Act. The required Niobium Alloy Nb521 Powder shall be manufactured in the United States or a qualifying country, unless an exception is approved by the Contracting Officer. Offerors shall clearly identify the following for all quoted items: Country of melt and alloying Country of atomization/manufacture of the powder Country of final processing and packaging Products manufactured, processed, or substantially transformed in non-compliant countries, including but not limited to China, are not acceptable unless expressly authorized by the Contracting Officer. Failure to provide complete country of origin information will result in the quote being deemed non-responsive. 3. Supply Chain Transparency Requirement Offerors shall disclose: All sources of raw materials used in the HEA powder All subcontractors or suppliers involved in production The Government reserves the right to request supporting documentation (e.g., manufacturer certifications) to validate country of origin and compliance with applicable regulations. 4. Restriction on Procurement from Certain Foreign Entities (Wolf Amendment Compliance) This procurement is subject to Federal appropriations restrictions applicable to NASA, commonly referred to as the �Wolf Amendment.� NASA is prohibited from contracting with, or procuring goods or services from, any entity that is owned, directed, or controlled by the Government of the People�s Republic of China, unless specifically authorized by law. By submission of a quote, the offeror certifies that: The offeror is not owned or controlled by the Government of the People�s Republic of China; The offeror is not affiliated with any entity owned or controlled by the Government of the People�s Republic of China; and The products offered are not manufactured, sourced, or supplied by entities owned or controlled by the Government of the People�s Republic of China. The offeror shall identify the country of origin for all materials, components, and manufacturing processes. Any use of materials or manufacturing originating from the People�s Republic of China is prohibited unless expressly approved by the Contracting Officer. Failure to comply may result in the quote being deemed non-responsive or ineligible for award. 5. Instructions to Offerors Offerors shall submit a complete quote that includes: Technical description confirming compliance with SOW requirements (chemistry, morphology, particle size, and quantity) Country of origin details as outlined above Identification of manufacturer (OEM) and any resellers Certification of compliance with Buy American Act and Wolf Amendment requirements Firm-fixed price and delivery schedule Quotes that do not include the required information may be removed from consideration. 6. Eligibility for Award Quotes will be considered non-responsive and will not be evaluated further if they: Fail to identify country of origin Propose products from non-compliant countries Do not meet Buy American Act requirements Do not comply with Wolf Amendment restrictions Fail to provide required certifications or supporting information END OF RFQ INFO.
