Amendment 4: 15 Jan 26 Updated Combo Synopsis Solicitation to revise evaluation criteria Factor 1 - Techinical Approach Revised PWS paragraph 3.1 Updated goverment POC This Request for Quote (RFQ) for migration of circuits from legacy Synchronous Optical Network (SONET) to Dense Wavelength Division Multiplexing Optical Transport Network (DWDM/OTN) for Vandenberg Space Force Base is prepared in accordance with the format in FAR Part 12 and FAR Part 13 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. This procurement is being issued under North American Industrial Classification Standard (NAICS) 541512 - Computer Systems Design Services with a szie standard of $34,000,000.00. This acquisition will be procured pursuant to the requirements in Federal Acquisition Regulation of FAR Part 12 and 13. Please see the attached Combination synopsis/solicitation, Performance Work Statement, Pricing Schedule, Contract Clauses and Provisions, DD254, Wage Determination, and Brand-name justification for details. Offerors are required to utilize the Pricing Schedule document to submit their quote, following the instructions contained therein, reference FAR 52.212-1, Instructions to Offerors, and the addendum thereto. The contract will be Firm Fixed Price (FFP) per the CLIN structure reflected in the attached Pricing Schedule. In accordance with FAR 52.204-7, all firms or individuals responding must be registered with the System for Award Management (SAM) (https://www.sam.gov). Lack of registration in the SAM will make an offeror ineligible for contract award. Any questions or comments must be submitted to paul.baraldi@spaceforce.mil and scott.yeaple@spaceforce.mil via email. Questions are due no later than 21 Jan 26 at 1300 PDT. Telephone and other means of oral communication will not be permitted. Quotes are due NLT 23 Jan 2026 at 1300 PDT. Offers must be submitted in writing; oral offers will not be accepted. Telephone and other means of oral communication will not be permitted. Responses, additional information, or postings will be posted for viewing on Sam.Gov.
