Description

This Notice of Intent is provided to advise that the Government intends to solicit and negotiate a Sole Source, Fixed-Purchase Order with only one source, Cepheid. This procurement is for annual service coverage (Premier Care and Essential Care plans) for two GeneXpert diagnostic analyzers. Coverage includes Preventative Maintenance, repairs, parts, labor, module swaps, uptime guarantee, software updates, and loaner equipment per Original Equipment Manufacturer (OEM) terms. The period of performance will be for a base year and four one-year options. This action is for service for which the Government intends to solicit and negotiate with only one source under the authority of Revolutionary FAR Overhaul 12.102 (b) and 41 USC §1901, only one will meet the Government s needs. Only one source is capable of responding due to the unique or specialized nature of the supplies and/or services. It is the Government s belief that the proposed candidate is the only authorized provider of the reagents that can meet the agency s needs. Interested persons may identify their interest and capability to respond to the requirement. All responsible sources may submit a quotation, bid, or proposal, as appropriate, which will be considered by the agency. This notice of intent is not a request for competitive proposals and no solicitation is available. Any responses received will only be considered for the purposes of determining whether to conduct a competitive procurement in lieu of sole source contract described in this notice, and such determination shall be made at the sole discretion of the Government. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement. If no responses are received, the government will proceed with the Sole Source acquisition. Any response should be emailed to Moneque Rodriguez at moneque.rodriguez@va.gov by 13:00PM Eastern Standard Time on April 24, 2026.
