Description

This pre-solicitation notice is for the anticipated Multifunctional Information Distribution System (MIDS) Joint Tactical Radio System (JTRS) Performance Based Logistics contract to support the 33 components overseen by Data Link Solutions (See Attachment A for list of items). The expected period of performance for this PBL contract will be for a total of 5 years. The awardee shall be required to repair or replace the items found in Attachment A and supplying or manufacturing the parts needed for those repairs. The awardee shall also be responsible for supplying or manufacturing the consumable components. The awardee shall also be required to partner with the Fleet Readiness Center Southwest (FRCSW), San Diego, CA for some of the repair touch labor and therefore are required to renew and/or execute a new Commercial Services Agreement (CSA) and/or Public Private Partnership (PPP). The awardee shall also be responsible for maintaining a pool of assets required to fill requisitions within specified response times, operation of logistic management systems, requisition processing, obsolescence and configuration management, warehousing, packaging and handling. The Contractor will be responsible for delivering Ready for Issue (RFI) material to CMIO to respond to COMSEC fleet requisitions in accordance with a COMSEC Availability Metric. Prospective offerors must submit a source approval request to NAVSUP WSS to become an approved Navy source of supply. Neither drawings nor repair specifications are available. This procurement is being processed in accordance with Part 15 of the Federal Acquisition Regulation (FAR). In support of NAICS codes 334220, 334412, 334290, 335931, 335999, 444190, and 334111. One or more of the items under this acquisition is subject to the Free Trade Agreements Act and/or the World Trade Organization Government Procurement Agreement and Free Trade Agreements. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The Government intends to negotiate a contract for this effort with Data Link Solutions in Cedar Rapids, IA (081U3). The government does not possess the data necessary to perform the required repairs or manufacture of the items. There is no small business set aside assigned to this requirement. These items require Government Source Approval prior to award. If you are not an approved source, you must submit, together with your proposal, the information detailed in the NAVSUP WSS Source Approval Information Brochure for Repairs and/or Spares. These brochures identify the technical data required to be submitted based on your company�s experience in repair of the same or similar items or the manufacture of the same or similar items. Offers received which fail to provide all data required by the source approval brochure will not be considered for award under this solicitation. Please note, if evaluation of a source approval request submitted hereunder cannot be processed in time and / or approval requirements preclude the ability to obtain subject items in time to meet Government requirements, award of this requirement may be continued based on Fleet support needs.
