Description
INTRODUCTION: This memorandum provides justification and technical specifications for replacing sixteen (16) cameras on the compound, two (2) perimeter?road camera posts, and multiple cameras in the recreation yard at FCI McDowell. The existing camera infrastructure has reached end?of?life, exhibited degraded performance, and no longer met Bureau of Prisons (BOP) security standards for resolution, reliability, or evidentiary-quality video retention. Upgrading these systems is essential to maintaining staff safety, inmate accountability, and the secure operation of the institution. BACKGROUND: The current camera system at FCI McDowell was installed more than a decade ago and has undergone only limited incremental upgrades. Over the past 24 months, Facilities and SIS have documented: Frequent camera outages due to failing switches and power components Poor nighttime visibility and insufficient resolution for identification Limited coverage on the compound walkways and blind-spot areas Inadequate perimeter?road visibility, especially during low?light or inclement weather Rec yard cameras unable to provide clear footage for incident review Increasing maintenance costs and lack of replacement parts due to discontinued models These deficiencies directly impact the institution�s ability to investigate incidents, deter misconduct, and maintain situational awareness. Modernizing the system ensures compliance with BOP Program Statement requirements for digital video surveillance and aligns with current correctional?security best practices.
