Description
The purpose of this acquisition is to replace the security film on the windows and to obtain services for sidewalk power washing and window washing at the National Institutes of Health (NIH) Clinical Center (CC) Edmond J. Safra Family Lodge. � Product Service Code: Z1JZ � Maintenance of Miscellaneous Buildings � NAICS Code: 238150 � Glass and Glazing Contractors � Place of Performance: Bethesda, MD 20892 USA POTS: 26-000766 Description: This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The National Institutes of Health (NIH) intends to award a fixed price purchase order to Steward D & S LLC, located at 1900 Campus Commons Dr. STE 100, Reston, VA, 20191, on a firm fixed price sole source award basis to replace the security film on the windows and to obtain services for sidewalk power washing and window washing at the National Institutes of Health (NIH) Clinical Center (CC) Edmond J. Safra Family Lodge. Steward D&S is uniquely qualified to meet the government�s needs for this project due to their established experience with the facility, specialized expertise in security film installation, and proven ability to perform all required services�security film replacement, sidewalk power washing, and window washing�under a single contract. Their prior work at the Lodge has demonstrated reliability, compliance with safety standards, and high quality results, which are critical for maintaining guest safety, property protection, and overall facility appearance. Additionally, Steward D&S is fully familiar with the building�s layout, window specifications, and site-specific requirements. This reduces the risk of errors, minimizes service interruptions, and ensures efficient project completion. Utilizing a single, experienced vendor for all three services also promotes cost efficiency, accountability, and streamlined coordination. For these reasons, Steward D&S is the only vendor capable of fully meeting the government�s operational, safety, and maintenance requirements at this time. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 � Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this posting number, may be submitted to the NIH, Clinical Center, Office of Purchasing and Contracts, prior to the closing date specified in this announcement, to the attention of Kristin Nagashima, Contract Specialist via email to Kristin.nagashima@nih.gov by January 19, 2026 at 11am EST.
