Description
HMCS Replacement Kit / Notice of Intent to Sole Source The Oklahoma Air National Guard intends to issue a firm-fixed-price, sole-source purchase order to Thales Defense & Security, Inc. under solicitation number W50S8T-26-Q-A026. This requirement is for the procurement of seven (7) Helmet Mounted Cueing System (HMCS) Display Replacement Kits (Part Number: V15924-03-01). To ensure flight safety and operational capability for the OA-1K aircraft, these components must meet commercial manufacturing standards and integrate seamlessly with the proprietary Thales "C" Kit architecture. Delivery is required 30 days after the date of contract (ADC). The Statement of Work (SOW) can be seen at the bottom of the Combo. This combined synopsis and solicitation is published as a notice of intent to sole source rather than a request for competitive quotes. However, any responsible source that believes it can fulfill this requirement may submit a capability statement, proposal, or quotation for review. The Government will evaluate all submissions received prior to the deadline, though the final decision not to compete this procurement remains at the Government's sole discretion. In accordance with FAR Subpart 12.6, standard commercial item provisions and clauses apply to this acquisition and are incorporated by reference. Offerors should reference FAR 52.212-1 (Instructions to Offerors), FAR 52.212-3 (Representations and Certifications), FAR 52.212-4 (Contract Terms and Conditions), and FAR 52.212-5 (Statutes or Executive Orders). All responses and capability statements must be submitted electronically no later than 10:00 AM Central Standard Time (CST) on July 16, 2026. Please direct all submissions and inquiries to the Contract Specialist, SSgt Jiyah McGrath (jiyah.mcgrath@us.af.mil, 405-686-5274), and the Contracting Officer, Kurt Ennis (kurt.ennis.4@us.af.mil, 405-686-5810).
