Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or promise to issue an RFP in the future. No formal solicitation package is available. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Interested parties may identify their capability to meet all or portions of the requirements by submitting: A white paper, technical data, qualification and certification test data, logistics documentation and/or past performance data. Data must be provided to this office not later than 4:00 PM Eastern Standard Time on 26 January 2026. Only responses received by this date and in the required format will be considered. The U.S. Army Contracting Command (ACC) at Aberdeen Proving Ground (APG), MD, and Product Lead Electronic Attack (PL EA) are conducting this RFI to identify potential sources for the sustainment of the Modi as described below on behalf of Capability Program Executive (CPE) Intelligence, Electronic Warfare & Sensors (IEW&S), Project Manager (PM) Electronic Warfare and Cyber (EW&C), and Product Lead Electronic Attack (PL EA). DESCRIPTION: The Modi is a modular mounted and dismounted defensive Electronic Attack (EA) system that provides operationally deployed Soldiers the ability to maneuver effectively in the electromagnetic spectrum (EMS) environment. Modi provides Electronic Counter Measures (ECM) warfare support. These systems generate EA fires, in concert with other forms of fires, to deny the enemy freedom of action in the EMS. REQUIREMENTS: The purpose of this RFI is to identify sources with a ready capability to provide sustainment and procurement services for the Modi Electronic Countermeasures system at the time of contract award. Limitations: The Government does not own complete detailed design/fabrication documentation, software source code, or the technical data package for the Modi system listed above to provide to a third party. Technical data is the property of the original equipment manufacturer, Sierra Nevada Corporation, Sparks, NV. The security requirements for this effort will be as follows: SECRET facility clearance and SECRET safeguarding capability. ACC-APG is seeking the following information: 1. Company Name, Contact Name, Position, Telephone, Email, and Company URL. 2. Corporate capability to include available facilities to execute requirements, Facility Clearance and safeguarding levels, CAGE code, and DUNs number. 3. PL EA anticipates a requirement for sustainment and procurement: Provide Sustainment support Provide the ability to procure spare parts Allow for the mechanism to explore the extended capability of the Modi Supports both Dismounted and Mounted Modi portfolio Material and Software Maintenance Services Field Service Support Training Support Services Safety Operators Manual Program Management Security Contractor Manpower Reporting. Field testing White paper and additional data must be provided to this office no later than 5:00 PM Eastern Standard Time on 26 January 2026. Only responses received by this date will be considered. Respondents must identify, in writing, their interest and capability to respond to this requirement by submitting one (1) electronic copy via email to the following: Mr. Patrick R. In accordance with Federal Acquisition Regulation PART 10.001, the results of this Market Survey will primarily be used to develop the Government's acquisition approach and will be used to determine if sources capable of satisfying the agency's requirements exist. This is NOT a request for proposals and does not constitute any obligation by the Government to award a contract based on the findings from the survey. The Government will not reimburse interested sources or respondents to notice, or any follow-on notice, for any costs incurred in association with this announcement or for subsequent exchange of information. All requests for further information must be in writing and via email; telephonic requests for additional information will not be honored.
