Description
7 Dec 25 - Title correction. 1. The United States Space Force (USSF) Space Systems Command (SSC) Space Combat Power (SCP) Program Executive Office is releasing Request for Prototype Proposal (RPP) FA8819-25-9-1002 for the USSF Space Based Interceptor (SBI) LOE 2M. SSC/SCP will be looking for kinetic midcourse solutions only. The Government intends to competitively award multiple fixed price Other Transaction Agreements (OTA) for the USSF SBI program in accordance with 10 USC 4022. In addition, the Government anticipates the awards will also incorporate Prize Competitions in accordance with 10 USC 4025. This courtesy Notice of Contract Action shall not be construed as an obligation on the part of the Government and does not commit the Government to making any awards. 2. ACCESS TO SOLICITATION DOCUMENTS The RPP Bidders Library is available upon request to eligible companies that are currently authorized to access unclassified export controlled technical data/critical technology on an equally favorable basis in accordance with DODI 5320.25. Companies must provide an approved DD Form 2345, Militarily Critical Technical Data Agreement, to demonstrate eligibility to receive the Bidders Library. Obtaining an approved DD Form 2345 is accomplished via the Defense Logistics Agency (DLA) Joint Certification Program at https://www.dla.mil/Logistics-Operations/Services/JCP/. Eligible companies also need to submit JWICS points of contact. The Government may release classified information as part of the Bidders Library. The Government�s eligibility verification process will generally take 1-2 days. Following receipt of all required information, verification of an approved DD Form 2345, and access approval, the Government will provide further instructions directly with the RPP release, or when access approval is granted, whichever occurs later. Requests must be submitted by 8:00 PM Pacific on 15 December 2025 due to response timelines in the Bidders Library. Requests received after the deadline will not be fulfilled. Eligible companies that are interested in competing for this effort may request the RPP Bidders Library by e-mailing all of the following information to SSC.SZ.SBI@spaceforce.mil. Potential subcontractors must identify the prime contractor they are working with. Eligible companies, including parent corporations and their subsidiaries, will be limited to one Bidders Library drop-off overall. 2.1 Company Name and CAGE code (must match DD Form 2345) 2.2 Role (Prime, or subcontractor + identify the prime) 2.3 Two (2) Points of Contact for unclassified exchanges with Name, title, telephone, and email 2.4 Two (2) Points of Contact for JWICS classified exchanges with Name and email 2.5 Copy of Approved DD Form 2345 While not a small business set-aside, responses from small and small disadvantaged businesses are highly encouraged. SSC�s Small Business POCs can be reached at smallbus@spaceforce.mil. 3. USE OF NON-GOVERNMENT ADVISORS Interested parties are advised that the Government intends to use non-Government personnel for the review and analysis of any feedback submitted and the proposals. The Government intends to use Federally Funded Research and Development Contractors (FFRDC), Systems Engineering and Integration (SE&I), Systems Engineering and Technical Assistance (SETA), or SSC Acquisition and Financial Support (SAFS) contractors who support SSC to provide technical and acquisition advisory support for review and analysis of the feedback and proposals.
