Synopsis - Notice to Sole Source: NOTICE OF INTENT TO ISSUE A SOLE SOURCE CONTRACT FOR DATA ANALYSIS SUPPORT FOR PACIFIC FISHERIES NAICS CODE: 541690; PSC/FSC: AG32 This Notice is issued in accordance with Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) Part 5.101, Presolicitation Notice. The U.S. Department of the Interior (DOI), Office of Acquisition and Property Management, Bureau of Safety and Environmental Enforcement/Bureau of Ocean Energy Management/Office of Surface Mining Reclamation and Enforcement (BSEE/BOEM/OSMRE) Programs, Acquisition Operations Branch (AOB), is the contracting office for this procurement. The purpose of this Notice is to announce the government's intent to issue a sole source contract under the authority of RFO Part 12 to Pacific States Marine Fisheries Commission (PSMFC), in accordance with the authority of 41 USC 1901: Simplified Acquisition Procedures to the maximum extent practicable. The objective of this requirement is to support BOEM in evaluating and minimizing the potential effects of critical minerals activities on fisheries and other marine uses in the U.S. Pacific Islands. The technical objective is to develop comprehensive fisheries datasets, such as spatial summaries and density grids, tabular compilations, temporal trend analyses, and value-based indicators, that will characterize the distribution, intensity, seasonal patterns, and economic dimensions of fishing and other marine use activities within the Exclusive Economic Zone (EEZ) surrounding the Pacific Islands. PSMFC will produce marine use intensity datasets for fishing effort and value using the best available source datasets. No single dataset comprehensively covers all fisheries in the Pacific Islands, and some fisheries, particularly small vessel and nearshore fisheries, lack structured datasets. By integrating multiple sources such as Automatic Identification System (AIS), logbooks, landings data, observer datasets, and other sources, PSMFC will generate composite geospatial products representing the fullest possible understanding of regional marine use. BOEM has determined that PSMFC possesses the only combination of: -Legal authority to access confidential, non-public fisheries datasets across multiple jurisdictions -Established data-sharing agreements with NOAA/NMFS, state agencies, and regional fishery management bodies -Specialized technical expertise in analyzing and integrating multi-jurisdictional fisheries datasets -Existing operational infrastructure to securely handle and process these protected datasets -Commercial vendors cannot legally obtain or work with the required confidential data, and no other entity maintains the same statutory role, relationships, or data stewardship responsibilities. The anticipated period of performance is 12 months from date of award, plus 4 one-year option periods for an estimated total that is below one million dollars across the base and all options. PLEASE NOTE: This notice is not a request for quote (RFQ). However, any firm that believes itself capable of meeting the requirement described herein may submit a capability statement or quotation which may be considered if received by the agency by 5:00pm Eastern Time on 16 July 2026. All submissions in response to this notice must be submitted in writing via email to the Contracting Officer at william_rilee@ios.doi.gov referencing 140M0126Q0038, on the subject line. A determination by the Government not to compete the Government's requirements described in this notice is solely within the discretion of the Government.
