Description

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY This RFI is issued solely for market research, information, and planning purposes it does not constitute a Request for Proposal (RFP)/Request for Quote (RFQ) or a promise to issue an RFP/RFQ in the future. Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this RFI does not preclude participation in any future RFP/RFQ, if any is issued. The Joint Product Lead for CBRN Integrated Early Warning (JPdL CBRN IEW), on behalf of the Capability Portfolio Executive for CBRN Defense (CPE CBRND), is seeking information from industry on innovative solutions for two fundamental challenges in Joint software acquisition. First, as a program that deploys a single software product to over five distinct Service/COCOM environments not owned or controlled by the program office, we require a data management infrastructure to effectively ingest, aggregate, and analyze disparate operational data (e.g., user feedback, performance logs, technical specifications) and transform it into a prioritized stream of actionable work. Second, we seek a flexible workforce model to acquire and manage agile, multi-disciplinary scrum teams (termed "Nerd Pods") based on capability and capacity. Responses will inform the Government's future strategy for acquiring these data management and agile services through commercial contracts or partnerships with other government agencies to accelerate the delivery of CJADC2-enabling capabilities to the Warfighter. The response deadline for this market research is no later than 5pm EST Tuesday, February 17th, 2026. All responses to this RFI shall be submitted via e-mail to Nathaniel Sievers, Contract Specialist, at Nathaniel.w.sievers.civ@army.mil. **Please do not exceed 10 pages for a response, and ensure the entirety of your email response to this RFI (to include any email attachments) do not exceed 15MB in total. Failure to adhere to this file size limitation may result in the response (or portions of the response) not being received by the Government.**
