Description

Cleaning of the machinery ventilation system and HVAC duct system aboard the United States Coast Guard Boat 1152, located at 427 Commercial St, Boston, MA. Introduction The United States Coast Guard is issuing this Request for Quote (RFQ) to establish a task order in support of the Statement of Work (SOW). This procurement is being conducted pursuant to FAR 26.2 as a local area small business set-aside. The associated NAICS code for this procurement is 238990, which has a small business size standard of $19 million. Questions Questions pertaining to this solicitation must be submitted via email to the Contracting Officer at beverly.a.primm@uscg.mil no later than 5pm EST on July 01, 2026. The subject line of the email must include the solicitation number (RFQ No.70Z02426Q0000213). Each question should identify the solicitation section, page number, paragraph number, or other identifier relating to the question. Questions without this information may or may not be answered. Site Visit Site visit is highly recommended and can be coordinated through: curtis.d.lefever@uscg.mil (857) 416-3376 Quote Submission Instructions Quote submissions are due by 5:00pm EST on July 6, 2026 and must be submitted via email to the Contracting Officer, beverly.a.primm@uscg.mil Evaluation: Factor 1 � Technical Experience Vendor must provide evidence of required experience as indicated in the SOW. Evaluation: Factor 2 � Relevant Experience It is highly desirable that offerors include relavent experience related to the SOW. The information provided in the Relevant Experience submission must be sufficiently detailed so that the Government can determine whether the project(s) demonstrate relevant experience of similar scope, size, and complexity of this acquisition. Evaluation: Factor 3 � Price The Government will evaluate the Offeror�s price quote for completeness, accuracy, compliance, and to determine price reasonableness. Basis of Award: This procurement is being conducted pursuant to FAR 26.2 as a local area small business set-aside. The Government intends to award a single firm-fixed-price task order to the Offeror whose quote represents the best value to the Government. Comparative evaluations (comparing quotes to each other) will be used to select the Offeror that is best suited and provides the best value based on the following three (3) factors in descending order of importance: Factor 1 - Technical Experience, Factor 2 - Relevant Experience, and Factor 3 - Price. The Government will use the tradeoff process to make a determination of best value. This means that the Government will consider issuing an award to other than the lowest priced Offeror, other than the highest technically and relevant experience evaluated Offeror based on an assessment and tradeoff between non-price factors (Factor 1 and 2) and price (Factor 3). The non-price factors are more important than price. However, the closer the quote�s non-price evaluations are to one another, the more significant the price factor becomes in determining the best value to the Government. This is only a request for quotation. No guarantee of award is made or implied. The Government reserves the right to cancel this solicitation, either before or after the closing date. MODIFICATION ISSUED TO EXTEND BID CLOSE DATE TO 7/8/2026 AND TO ADD PARTS LISTS. PLEASE COMPLETE SF30 BLOCKS 15A, B, AND C AND RETURN A COPY WITH YOUR QUOTE.
