Description
NAWCTSD will host a Pre-solicitation Teleconference (mini-Industry Day) for the CH-53E Baseline Configuration Upgrade (BCU) focused exclusively on the Future Airborne Capability Environment (FACE) Technical Standard. This standard is referenced for the development of software as a part of solicitation N61340-17-R-0035. The pre-solicitation teleconference will take place on Thursday, 06 April 2017 from 1:00 - 3:00 pm EDT. The pre-solicitation teleconference will include a dedicated question and answer period allowing contractors to ask any questions related to the FACE portion of solicitation N61340-17-R-0035. Answers to the questions generated from this pre-solicitation teleconference will be provided to all potential offerors. However, it should be noted that, all questions to the stated solicitation, unrelated to FACE, shall continue to follow normal protocol, with contractors submitting a completed L-1 Question and Answer Form and emailing it to Nicole Knight at Nicole.knight@navy.mil. All interested TSC III Lot II vendors are welcome to call in to this teleconference and should request the dial-in number from NAWCTSD Contracts, Nicole Knight (nicole.knight@navy.mil) no later than 2:30 pm EDT on Wednesday, 05 April 2017. In this request, include your company name, attendees’ names, email addresses, phone numbers, and company address to confirm attendance. Subcontractor requests must be requested through the Prime Contractor. All attendees’ for each company are encouraged to use only one call-in line. The Future Airborne Capability Environment (FACE) Technical Standard is the open avionics standard for making military computing operations more robust, interoperable, portable and secure. The standard enables developers to create and deploy a wide catalog of applications for use across the entire spectrum of military aviation systems through a common operating environment, resulting in lower implementation costs, standards that support a robust architecture and enable quality software development, more capabilities reaching the warfighter faster, and innovation and competition within the avionics industry. FACE is maintained by The Open Group FACE Consortium, a government and industry partnership to define an open avionics environment for all military airborne platform types. The FACE Consortium is a vendor-neutral forum that provides standardized approaches for using open standards with avionics systems. The FACE Consortium works to develop and consolidate FACE open standards, best practices, guidance documents and business models. The Government has included a brief entitled “FACE 101�? for interested contractors to review prior to the teleconference. A NAVAIR Subject Matter Expert (SME) will present this briefing and attendees are encouraged to download the briefing so that they can follow along as he presents the materials. For more information regarding FACE, including the FACE Standards, FACE Data Architecture, The Open Group Architecture Framework Technical Reference Model, and related documentation, please visit the Open Group website at: http://www.opengroup.org/face. Failure of an offeror to call-in to the conference or to submit any questions will be construed to mean that the offeror fully understands all requirements of the solicitation. Prospective offerors are advised that the teleconference will be held solely for the purpose of explaining the FACE Technical Standard as it relates to this solicitation. All prospective offerors are advised that solicitation N61340-17-R-0035 will remain unchanged at the conclusion of the teleconference, unless this solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgement and receipt of any such amendment shall be applicable. In no event, will failure to attend the conference constitute grounds for a claim after award of the delivery order.
