Description
Providing turn-key service and supply from an Original Equipment Manufacturer (OEM) certified source to upgrade the proprietary ADB Safegate Airfield Lighting Control System (ALCS). This includes upgrading the ALCS North Field and ALCS Main systems from 32-bit to a 64-bit Operating System and replacing legacy unmanaged network switches with new, managed switches. SUBJECT: NOTICE OF INTENT TO AWARD A SINGLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. 1. The Government intends to solicit and award a sole source Purchase Order for a turn-key ALCS upgrade under the authority of FAR 6.103-1, �Only one responsible source and no other supplies or services will satisfy agency requirements�. This notice of intent is not a request for competitive quotes. This synopsis is for informational purposes only. The Reference Number is FA441826Q0026. 2. The 628th Contracting Squadron (628 CONS) located at 101 E. Hill Blvd, Joint Base Charleston (JB CHS), SC intends to award a Purchase Order to Allen Enterprises, Inc. The turn-key upgrade consists of providing all personnel, materials, and services to upgrade the ALCS North and ALCS Main systems from a 32-bit architecture to a modern, OEM-certified 64-bit architecture. This includes the installation of new, TAA-compliant managed network switches that meet DAF security standards. The full requirements are detailed in the attached Performance Work Statement (PWS). The required Period of Performance is 90 days from the date of award. 3. This notice of intent is not a request for competitive quotes or proposals; however, responsible sources may submit a capability statement that shall be considered by the agency. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. The information received will be considered solely for the purpose of determining whether to conduct competitive procurement. Please note: The ALCS is a mission-critical, proprietary system. Failure to properly upgrade the system will lead to mission failure by halting all night and low-visibility flying operations. If you submit a capability statement, you Must provide verifiable proof of certification from the Original Equipment Manufacturer (OEM), ADB Safegate, to perform this specific proprietary system upgrade. Only sources that can provide this OEM certification will be considered capable of performing the work without introducing an unacceptable risk of catastrophic system failure. 4.
