Description
This pre-solicitation is to provide notice of a upcoming requirement to repair aircraft hangar doors for three separate hangars in accordance with the project Statement of Objectives (SOO). This requirement is for a construction contract to restore and modernize hangar door systems at Buildings 1200, 1511, and 1614. The Government?s objective is to ensure these hangar doors are safe, reliable, and fully functional in support of flightline and installation operations. The Contractor shall be responsible for planning, designing, constructing, and managing all activities necessary to achieve the objectives of the attached Statement of Objectives (SOO). The SOO is subject to changes/update by time of solicitation post. The Government will not direct or control the Contractor?s construction means and methods but will evaluate approach based on compliance with the objectives and acceptance criteria defined herein. The purpose of the SOO is to define the objectives, performance outcomes, and constraints for the construction effort while allowing Offerors the flexibility to propose effective and innovative design and construction solutions. The Contractor shall develop the detailed technical approach and supporting documentation necessary to meet the objectives of the SOO. ?Notice to Offeror(s)/Supplier(s): Funds are not presently available for this contract. No award will be made under a solicitation until funds are available. The Government?s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. The Government reserves the right to cancel this pre-solicitation and any subsequent solicitation, either before or after a posted closing date. In the event the Government cancels this pre-solicitation and any subsequent solicitation, the Government has no obligation to reimburse an offeror for any costs.?
