Description
This is a notice of the Government s intent to award a sole source, open market purchase order in accordance with the Revolutionary FAR Overhaul (RFO) 12.102 (b). The justification for this sole source action is the authority at Revolutionary FAR Overhaul (RFO) 6.103-1, only one responsible source and no other supplies or services will satisfy agency requirements. The Network Contracting Office 6 (NCO 6) intends to negotiate a sole source purchase order with CHAMPION MEDICAL TECHNOLOGIES, INC (UEI: KLV4JGZNZJE8) for subscription license of tissue and implant tracking software, specifically InVita Unique Device Identifier (UDI) Tracker to include Single Sign On and VistA Interface (SSO SAML Integration, SSO SAML Integration Implementation, VistA Interface Implementation, and VistA Interface Annual Fees), distributed by CHAMPION MEDICAL TECHNOLOGIES, INC for use at the Durham VA Medical Center located in Durham, NC. The software is currently in use at Durham VAMC, previously procured under contract 36C24620P0874. CHAMPION MEDICAL TECHNOLOGIES, INC (UEI: KLV4JGZNZJE8) is the sole distributor of InVita UDI Tracker. The applicable NAICS code is 513210, SOFTWARE PUBLISHERS (SBA Size Standard: $47.0m annual revenue). This Notice of Intent is not a request for competitive quotes. No solicitation documents are available, and telephonic inquiries will not be taken. However, if a party believes it can meet this requirement it must furnish information about its capability, as well as references from other customers who are using these services to the Contracting Officer by 10:00AM Eastern Time on Monday, February 9, 2026. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the required service. Responses received will be reviewed, however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. After the closing date and time of this notice, if no other substantiated sources are identified, the Contracting Officer will proceed with the sole source action. Capability statements shall be submitted by email only, as either an MS Word or Adobe PDF attachment, to Daniel Spaulding at daniel.spaulding@va.gov. TELEPHONIC INQUIRIES WILL NOT BE ACCEPTED.
