Description

The United States Property and Fiscal Officer (USPFO) for New Hampshire intends to issue an Invitation for Bids (IFB) to award a single firm-fixed-price contract for non-personal services. The work includes providing all plant, labor, transportation, materials, tools, equipment, appliances, and supervision necessary for the demolition and replacement of the existing ground fuels storage tanks at Pease Air National Guard Base, NH. Additionally, the project requires the demolition of existing pavement, installation of new ground fuels storage and dispensing equipment, and the addition of signage and roadway markings to meet Anti-Terrorism and Force Protection (AT/FP) compliance standards. The contract duration will be 270 calendar days after the notice to proceed. The magnitude of this project is between $1,000,000 and $5,000,000 in accordance with FAR 36.204(f). This action is being procured as a 100% Total Small Business Set-Aside. Only offers from small businesses for the NAICS code listed above will be accepted. The tentative date for issuing the solicitation is on or about 1 June 2026. A pre-bid conference is tentatively planned for on or about 5 June 2026, with the specific time and location to be provided in the solicitation. A site visit will follow the pre-bid conference. The solicitation closing date is tentatively planned for on or about 1 July 2026. Actual dates and times will be identified in the solicitation. Award will be made to the lowest-priced, responsive, and responsible bidder. Interested bidders must be registered in the System for Award Management (SAM) at www.sam.gov as a small business under the identified NAICS code. The solicitation and all associated information will be available only from the Contract Opportunities page at SAM.gov. All inquiries must be submitted in writing, as specified in the solicitation.
