NOTICE OF INTENT TO AWARD SOLE SOURCE THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTES. A DETERMINATION NOT TO COMPETE THE PROPOSEDPROCUREMENT BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. The Department of Energy (DOE), Western Area Power Administration (WAPA), Desert Southwest (DSW) Region, hereby provides notice of its intent to award a sole-source, firm fixed price purchase order to �ProFab Mobile Welding LLC� to procure fabricated fuse ends for replacements within the Flagstaff and Pinnacle Peak Substation General Electric (GE) series capacitor banks. This requirement is highly specialized and critical to the operational integrity of these substations. It is to the best of WAPA DSW�s knowledge, based on market research conducted, ProFab Mobile Welding LLC is the only known source that can provide the fabricated fuse ends that are critical to ensure continued reliable operation. ProFab Mobile Welding LLC�s fabricated fuse ends have been unequivocally identified as suitable spare units. Their proprietary design and manufacturing processes ensure the necessary precision, capacitance, and structural compatibility to maintain the optimal and safe performance of the GE series capacitor banks at both Flagstaff and Pinnacle Peak Substation. Based on market research and to the best of WAPA's knowledge, there is no known potential alternate sources that exist which could satisfy WAPA DSW�s requirement. A Justification and Approval has been prepared for this action. This notice of intent is NOT A REQUEST FOR COMPETITIVE QUOTES OR PROPOSALS; however, the Government will consider responses from all responsible sources received within five (5) days after date of publication of this notice. Any interested party that believes it is capable of meeting this requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement by 5pm PM ET on Monday November 24, 2025. Responses must be submitted by electronic delivery only to Contract Specialist, Georgette Reyes-Wiltz, via email at reyeswiltz@wapa.gov, no later than the time and date noted above. Telephone responses and requests will not be received. Any responses received will only be considered for the purpose of determining whether to conduct a competitive procurement in lieu of the sole source described in this notice, and such determination shall be made at the sole discretion of WAPA DSW. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Interested parties are encouraged to furnish information by email only with RESPONSE TO INTENT TO SOLE SOURCE FOR 26WA158456 in the subject line. The Government will not be responsible for any costs incurred by responding to this notice.
