Description

Night Vision Device Carry Pouch The U.S. Army is seeking commercial-off-the-shelf (COTS) individual Soldier pouches to carry night vision devices. The pouch must be compatible with the Modular Lightweight Load-carrying Equipment (MOLLE) interlocking attachment system to be worn with current U.S. Army issued individual load-carriage equipment. The night vision device pouch shall be capable of housing an Enhanced Night Vision Goggle-Bravo (ENVG-B) and its components (i.e. the actual device, the battery pack, the helmet mount and extra batteries). The pouch shall prevent damage to the night vision device. The helmet adapter may be housed in a separate pouch that can also connect to the main pouch. The outer shell of the pouch shall be water-resistant. Closure for these types of pouches is typically a zipper, but this is not mandatory. The pouch should be in Operational Camouflage Pattern (OCP) or multi-cam. The pouch should be made entirely in the U.S. and be Berry-Amendment compliant. Administrative Pouch The U.S. Army is seeking commercial-off-the-shelf (COTS) pouches to serve as �admin� pouches on individual Soldier load-carrying equipment. The pouches should carry administrative articles worn on the battlefield typically used by the squad leader/team leader, such as a small notebook, writing tools/markers and other items necessary for mission accomplishment. The pouches sought must be compatible with the Modular Lightweight Load-carrying Equipment (MOLLE) interlocking pocket attachment system. The pouch color shall be Operational Camouflage Pattern (OCP) or multi-cam. The outer shell of the pouch shall be water-resistant. Closure for these types of pouches is typically a zipper, but this is not mandatory. The pouch shall be Berry-Amendment compliant. The pouches will be used in an experiment with Soldiers to identify key characteristics. These characteristics may be used to develop a formal requirement. Information from this experiment may also be used to inform a future solicitation. This is not a request for actual pouches. The Army is seeking vendors who have these types of pouches in their current retail inventory. Responses should include company name, CAGE code (if available), large or small business, location of manufacturing, product description, photos or illustrations, and retail price, production capacity, and description of quality management system. Information will be used to inform small procurements for further testing. If chosen, pouches will be evaluated based on fit/compatibility with the ENVG-B and evaluation with as many as 50 Soldiers. Interested parties are invited to submit a response to this RFI. THIS IS A REQUEST FOR INFORMATION ONLY. This RFI announcement is issued solely for information and planning purposes and to identify interested sources. THIS IS NOT A SOLICITATION. No contract will be awarded from this announcement. This RFI does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. It is subject to change and is not binding on the Government. Further, unsolicited proposals will not be accepted. Funding is not available at this time. The United States Army has not made a commitment to procure any of the items/services discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. Response to this RFI is voluntary and no reimbursement will be made for any costs associated with providing information in response to this and any follow-on information requests. All submissions become Government property and will not be returned. Not responding to this RFI does not preclude participation in any future RFI/RFP if any is issued. If a solicitation is released, it will be synopsized in the SAM.gov website. It is the responsibility of the potential responders to monitor this site for additional information pertaining to this subject. RESPONSES: Interested parties may respond with product(s) that either address both types of pouches identified above, or a single type of pouch. Interested parties may identify their interest and capability by sending responses with information on their current commercial product(s) and how they might address the Military requirement via e-mail ONLY to Mr. Blaise Liess, blaise.p.liess.civ@army.mil and Mr. John Kirk, john.kirk.civ@army.mil, no later than 12 May 2026. Responses shall provide a courtesy copy to the Contracting Officer and Contracting Specialist points of contact included below. Interested sources shall include information regarding a firm's experience, personnel, and facilities. Information should include product cost, technical information (i.e., technical literature, test data and illustrations, photographs, patents), relevant company background/experience, and a sample (optional). Firms responding shall indicate whether or not they are a small business. Any information/samples submitted will not be returned. If a firm chooses to submit samples, no payment will be made by the Government for such samples. The U.S. Government will not pay for any information or administrative cost incurred in response to this Notice. All costs associated with responding to this Notice will be solely at the expense of the interested party.
