Description

The Naval Surface Warfare Center, Indian Head Division (NSWC IHD) has a requirement for the procurement of domestically manufactured Di-N-Butyl Sebacate (DBS). The chemical and physical properties of DBS shall meet the requirements of Military Specification MIL-DTL-82669B. The contractor shall test the DBS against an external certified and traceable DBS using gas chromatography (GC). The GC testing must be run on the same instrument via the same method and calibration. NSWC IHD intends to compete a Firm Fixed Price, full and open contract. The PSC code is 6810 and the NAICS code is 325199. THIS IS NOT AN INVITATION FOR COMPETITIVE PROPOSALS. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to compete this requirement is solely within the discretion of the Government. No solicitation will be available for this procurement. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract. All responding sources must email their correspondence no later than 3:00 p.m. EST on 28 January 2026 to Bridget Taylor at bridget.m.taylor.civ@us.navy.mil. Large files need to be compressed using ZIP and renamed with a .zip file extension.
