Description

THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TOAWARD A CONTRACT WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION(INCLUDING BRAND-NAME). The National Center for Advancing Translational Sciences (NCATS), Division of Pre-Clinical Innovation (DPI), Drug Metabolism and Pharmacokinetics (DMPK) requires aservice and maintenance agreement to support a Thermo Electron Q-Exactive HF-X massspectrometer and associated Vanquish system components. This instrument is critical to supporting ongoing research evaluating drug candidateabsorption, distribution, metabolism, and excretion (ADME) properties. Continuousoperation and reliability of this system are essential to maintaining scientific productivityand supporting internal and external collaborations. Purchase Description: The Government requires a Thermo Electron Unity Essential Support Plan (brand-name) for the following equipment: �Q Exactive HF-X Mass Spectrometer �Vanquish Binary Pump H �Vanquish Split Sampler HT �Vanquish Column Compartment The service agreement shall include: �One (1) annual preventive maintenance visit �Corrective maintenance services (labor, parts, and travel included) �Technical support with rapid response times �Software and firmware updates �Access to OEM knowledge base resources Salient characteristics: The required service must meet the following minimum characteristics: �Must be performed by OEM-certified Thermo Electron Field ServiceEngineers �Must include access to proprietary diagnostic software and firmware �Must include OEM-certified replacement parts �Must support manufacturer-required calibration and tuning procedures �Must provide software and firmware updates �Must ensure system performance meets manufacturer specifications PERIOD OF PERFORMANCE: Base year 4/23/2026-4/22/2027 Option year 1 4/23/2027-4/22/2028 Option year 2 4/23/2028-4/22/2029
