Description

This is a pre-solicitation notice for an upcoming Request for Quotes (RFQ) for a construction project at the Mount Morris Dam in Mount Morris, NY. THIS IS NOT A SOLICITATION. No contract will be awarded from this notice, and no reimbursement will be made for any costs associated with providing information in response to this notice. Project Description: The U.S. Army Corps of Engineers (USACE), Buffalo District, has a requirement for the FY26 Mount Morris Dam Internal Electrical Rehab project. The work involves the comprehensive upgrade of unserviceable and outdated electrical infrastructure within a critical infrastructure facility. This includes, but is not limited to, the replacement of 15 electrical panels, 14 junction boxes, and associated power conductors for a 3-phase, 208V system. The project requires highly specialized work, including the installation of two new ground rods into bedrock at the base of the dam and routing new electrical cables through an existing elevator shaft. The contractor must be proficient in coordinating all activities to ensure minimal downtime of critical operational circuits. The work requires licensed electricians experienced in performing complex tasks within an active civil works facility. Magnitude of Construction: The estimated magnitude of construction is between $250,000 and $500,000. Acquisition Strategy: This procurement will be conducted as a Full and Open Competition. The Government intends to award a single Firm-Fixed-Price (FFP) contract. The HUBZone price preference will apply in accordance with FAR Part 19.13. Proposed Solicitation Release: The solicitation is anticipated to be issued between April and May. The solicitation and all associated documents will be made available electronically at the System for Award Management (SAM) website at https://www.sam.gov. It is the offeror's responsibility to monitor this site for the release of the solicitation and any subsequent amendments. Paper copies of the solicitation will not be issued. Site Visit: A pre-bid site visit is planned. The specific date, time, and registration details will be provided in the solicitation documents. System for Award Management (SAM): Offerors must be registered in the System for Award Management (SAM) at https://www.sam.gov at the time an offer is submitted.
