Description
Uninterrupted support for Naval Undersea Warfare Center Division Keyport Technology Support Services This pre-solicitation notice is hereby issued in accordance with FAR 5.203. The purpose of this synopsis is to announce the Naval Undersea Warfare Center Division Keyport�s (NUWCDIVKPT) intent to negotiate a Cost Plus Fixed Fee (CPFF) sole source bridge contract with Network & Simulation Technologies Inc. dba Netsimco (NETSIMCO), 1 Corporate Place Middletown, Rhode Island 02842-4601. This bridge contract will include one 8 month base period estimated to start 30 May 2026. The current contract expires 29 May 2026. NUWCDIVKPT intends to issue a solicitation to NETSIMCO under the authority of 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies of Services Will Satisfy Agency Requirements, to provide uninterrupted Technology Support Services to Corporate Operations (Code 10), Test and Evaluation (Code 20), Undersea Weapons Department (Code 30), and the Undersea Systems Sustainment & Engineering Department (Code 40) in support of: Corporate Information Technology (IT) infrastructure, Software and related development, Support services for stand-alone software applications as well as software intensive systems designed, developed, tested, maintained and supported by NUWC Keyport Division Keyport. These functions are in direct support of the following programs: Aircraft Carrier Tactical Support Center (CV-TSC) - a hardware/software combat system installed on afloat platforms, Undersea Warfare Decision Support System (USW-DSS) a surface ship-based hardware/software combat system for situation awareness and mission planning, Countermeasures Set, Acoustic (CSA) and Tactical Decision Aid(TacDA) - embedded software used in submarine countermeasure combat systems, Advanced Skills Management (ASM) - a stand-alone, webbased Training Management System, Obsolescence Management Information System (OMIS) - a web-based analytical and process management system for management of afloat and ashore obsolescence problems, Non-Tactical Data Processing System (NTDPS) - a multimodule, administrative software application installed on surface and sub-surface platforms and ashore, SharePoint - a collection of sites within Keyport for the storage, retrieval, processing, and collaboration of technical, organizational, and project/task information, Range Systems and Fleet Training Technology, Fleet Test & Training Targets, Unmanned Undersea Vehicle (UUV) Operations, Training, and Test Infrastructure, Emergent Test and Fleet Training Infrastructure, Weapon Systems Information Technology (WSIT) - a Government only tool supporting various Department of Defense (DoD) weapon systems for standardization, parts, obsolescence and quality/safety purposes, Augmented Reality/Virtual Reality (AR/VR) Corporate IT Support Services - supports base wide servers, IT infrastructure, helpdesk services, base wide applications, Cyber Security Engineering, Nosis/Ship to Shore Data Exchange (S2DE) The NAICS code for this acquisition is 541513 Computer Facilities Management Services, with a small business size standard of $37.0 million. A determination by the Government not to compete the proposed acquisition is based on the bridge contract nature of this procurement. This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement, proposal or quotation by 21 February 2026, which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
