THIS IS NOT A REQUEST FOR PROPOSAL. NO PROPOSALS ARE TO BE SUBMITTED IN RESPONSE TO THIS NOTICE. ANY PROPOSALS SUBMITTED IN RESPONSE TO THIS NOTICE WILL NOT BE REVIEWED OR RETAINED. This is a pre-solicitation notice of a proposed contract action for the Fence to Fence Environmental Services for Grand Forks/Ellsworth/Minot AFB/Offutt (GEMO) Air Force Bases. The contractor shall provide environmental services to support one or more of the following programs: Environmental Compliance Support; Air Emissions Inventory (AEI) Data Management; Recordkeeping, Title V; Reporting, Emergency Planning and Community Right-to-Know Act (EPCRA); Installation HAZMAT Management Program Manager (IHMP) Support; Hazardous Waste (HW) Management Support; HW Management Plan Update; Recycling, Hazardous Waste; Recycling, Other Regulated Waste; Sampling, Analysis and Monitoring (SAM); Plan Update, Spill Prevention Control and Countermeasure (SPCC) Recertification / Facility Response Plan (FRP) Resubmission; Stormwater Reports, Other; Stormwater Inventory Update; National Pollutant Discharge Elimination System (NPDES) Reporting; and Environmental Management System support, as needed/regulated by state or region. The North American Industry Classification System (NAICS) Code for this requirement is 541620, Environmental Consulting Services, and the Product Service Code is F999, Other Environmental Services, Studies and Analytical Support. The General Services Administration, Federal Acquisition Service, Assisted Acquisition Services Division (GSA/FSA/AASD) intends to issue a Request for Quote (RFQ) for a Hybrid (Firm-Fixed-Price (FFP), Time and Material (T&M), and Cost (No Fee)) contract as a competitive Section 8(a) Set-Aside utilizing One Acquisition Solution for Integrated Services Plus (OASIS+) Government-wide Acquisition Contract (GWAC), Environmental Domain, pursuant to Federal Acquisition Regulation (FAR) 16.5 (GSA Class Deviation RFO-2025-16), Indefinite Delivery Contracts. Site visits for each location highlighted above have been previously coordinated for industry engagement. The dates and briefing locations for each base are provided below: Grand Forks AFB, ND April 20, 2026 @0800 Bldg. 410 - Break Room in-brief followed by the site walk Minot AFB, ND April 21, 2026 @0800 Bldg. 445 � Putnam Conference Room in-brief followed by the site walk Ellsworth AFB, SD April 22, 2026 @0800 Bldg. 8225 � CE Conference room in-brief followed by the site walk Offutt AFB NE April 23, 2026 @0800 Meet at Bldg. 301D. Site walk fist, followed by in-brief in Bldg. 301D � CES Conference Room Registration is required to attend the site visits outlined above.
