Description
Product Service Code: 9140 for Fuel Oils National Stock Number (NSN): 9140-01-456-2020 (Electricity and Ancillary Services) Subject: New England 2026 Solicitation North American Industry Classification System (NAICS) Code: 221112 (Fossil Fuel Electric Power Generation) This is a solicitation for commercial items prepared in accordance with the Format in FAR Subpart 5.2, as supplemented with additional information. The Defense Logistics Agency Energy (DLA Energy) hereby issues solicitation SPE60425R0406 for the supply of retail electricity and any ancillary services to be delivered to various Department of Defense Installations and Federal Civilian Agency Facilities located in the Independent System Operator New England (ISO-NE) market area. The Government is soliciting offers for a 24-month delivery period (beginning with the meter read date occurring within the month of May 2026 through the meter read date occurring within in month of May 2028) for a total estimated quantity of 316,046,518 kWh�s. The awarded contract(s) will be Firm Fixed-Price Requirements Type and Fixed-Price Requirements Type contract utilizing Locational Marginal Price. The solicitation is hereby issued as a Request For Proposal (RFP). Additional requirements and/or any changes to the requirements may be executed by amendment. All responsible sources may submit a proposal, which shall be considered by the agency (DLA Energy). In accordance with FAR Subpart 6.1, the solicitation is hereby issued utilizing full and open competition. All responsible sources are encouraged to submit a responsive and complete proposal. The proposed contract action will be made to an offeror, who, at the time of award, is on the approved list of Retail Electric Providers in the states in which the award is to be made. In accordance with FAR 52.204-7(b)(1): 1. Contract award will not be made to an offeror who, at the time of award, does not have an active registration in the SAM. 2. A proposal will not be accepted by the Government from an offeror who, at the time of submission, does not have an active registration in SAM. Additionally, no proposed award will be made to an offeror who appears on the Office of Foreign Assets Control - Specially Designated National (SDN) List, the Bureau of Industry and Security - Denied Persons List (DPL), and/or is listed as an exclusion within SAM. The Government will also consider the Offeror�s Responsibility/Qualification information in SAM. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. The closing response date is provided in block 8 of the Standard Form (SF) 1449.
