Description

THIS NOTICE OF INTENT IS FOR INFORMATION PURPOSES ONLY. Program Manager Advanced Amphibious Assault (PM AAA) within Portfolio Acquisition Executive � Marine Corps (PAE-MC) intends to negotiate and award on a sole-source basis in accordance with 10 United States Code (U.S.C.) �3204 (a)(2), as implemented by the Federal Acquisition Regulation (FAR) 6.302-2(a)(2) to Anduril Industries, Anduril Federal, 1400 Anduril, Costa Mesa CA 92626-1548 for the procurement of Non-kinetic Attack Counter-small Unmanned Aerial Systems (C-sUAS) Packages, including Pulsar Lite (Pulsar-L), and vehicle integration kits in support of the PM AAA Amphibious Combat Vehicle (ACV) platform to satisfy an urgent requirement. An Urgent Statement of Need (USON) implementing an Urgent Universal Needs Statement (UUNS) has directed the procurement of the Pulsar-L platform in order to meet the urgent need to provide C-sUAS capability for the newly fielded ACV platform. Anduril is the original designer, developer, and producer of the Pulsar-L and the platform cannot be procured from any other source without risk of serious injury to the Government and its interests. The ACV platform lacks the ability to effectively execute any part of the kill-chain (detect, track, identify, or defeat) against increasingly prolific sUAS threats. The Pulsar-L is an urgent requirement as it enhances survivability and protection, significantly limiting the crew�s situational awareness and ability to navigate around the vehicle. The Pulsar-L provides the combination of performance, design, and production readiness that instantly meets the urgent PM AAA requirements. The system�s proprietary software, sensor fusion algorithms, and user-in-the-loop (semi-autonomous) response capabilities are available to meet the Government�s urgent need immediately. Pulsar-L requires minimal engineering to be integrated into the ACV and has an open architecture to support collaboration with other sensors and weapon effector systems. The Anduril operating system included on Pulsar-L, known as Lattice, allows for complex multi-unit operations with limited operator tasking, and provides battlefield management and situational awareness to users. The Pulsar-L requires minimal engineering to be configured for compatibility with various, readily available effector weapon systems. The Government anticipates award of a Firm-Fixed-Price contract, with a period of performance of one year. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 3204(a)(2), as implemented by FAR 6.302-2(a)(2) �When the agency�s need for the supplies or services is of such an unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals, full and open competition need not be provided for.� In tandem with executing this action and for all future opportunities, PM AAA will continue to monitor capabilities offered by industry for, and intends to compete to the greatest extent possible, future requirements for C-sUAS systems. This is not a request for competitive quotes. No formal solicitation package is available. The Government will not be responsible for any cost incurred in responding to this notice; however, interested parties may identify their interest and capability to meet the requirements and past performance data no later than 12:00pm local time, Quantico VA on 18 June 2026. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. All submissions shall become Government property and will not be returned. The North American Industry Classification System (NAICS) code is 33451, Search, Detection, Navigation, Guidance, Aeronautical & Nautical Systems. The Product Service Code (PSC) is 5810, Communications Security Equipment and Components.
