Description

1. This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued. 2. The solicitation number is W912L6-26-R-A004 issued as a Request For Proposal (RFP) in accordance with the requirements of Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, using the procedures of FAR Part 13, Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-06 dated October 01, 2025. The FAC and FAR are available at https://www.acquisition.gov. 3. This solicitation is Full and Open with a small business preference. The North American Industry Classification System (NAICS) code 311999, All Other Miscellaneous Food Manufacturing with a standard size of 700 employees and Product and Service Code (PSC) 8945, Food, Oils and Fats. 4. The Government will not reimburse any costs incurred or associated with in relation to the preparation of a proposal for this solicitation, W912L6-26-R-A004. 5. It is the Government�s intent to award multiple (3) Blanket Purchase Agreements (BPA) for ordering and delivery of Bulk Food Items to multiple Oklahoma Army National Guard (OKARNG)/Oklahoma Air National Guard (OKANG) locations across the state of OK and Fort Chaffee, AR. The BPA will be for a three-year ordering period. The award will be Lowest Price Technically Acceptable (LPTA) Firm Fixed Price (FFP) contract for Bulk Food Items � Subsistence for the OKARNG without discussion. 6. Contract Line Item (CLIN): Line Item Description Quantity Unit of Issue 0001 Bulk Food Items 30 Each 0002 Bulk Food Items 30 Each 0003 Bulk Food Items 30 Each The quantity listed above is an estimation. The Government reserves the right to add and/or remove the quantity count above to better support the Military Culinary Specialists� mission for the OKARNG and OKANG. 7. Contractor shall provide all food items ordered (canned goods, dry goods, fresh meats, frozen meats, fresh produce, dairy products, bread products, etc.) from the facility and deliver to approximately 12 locations across the State of Oklahoma, to include Fort Chaffee AR. The Government reserves the right to add and/or remove delivery locations and food items supporting the Military Culinary Specialists� mission for the OKARNG and OKANG, as stated in the Statement of Work (SOW) as an attachment in this solicitation. 8. Delivery and Acceptance will be at the designated location for each Call order, FOB Destination. 9. Provision 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services applies to this acquisition, to include any addenda to the provision. Provisions and Clauses are attached to include the technical evaluation criteria for award. 10. The Offeror is required to have a current and active registration in the System for Award Management (SAM) website, https://sam.gov at the time the proposal is submitted and not in a �pending� status, as well as no exclusions. 11. Proposals shall be submitted via email no later than January 15th, 2026, at 08:00 a.m. CST to MacKenzie Boyd at mackenzie.a.boyd.civ@army.mil and Ryan Moehle at ryan.moehle@us.af.mil. It is the Offeror�s responsibility to ensure all questions and proposal documents are received prior to the close date and time. No phone calls.
