Description
Special Notice N61331-26-SN-Q06 - Synopsis of AN/AQS-24 POP Extension The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to extend the Period of Performance for previously awarded sole sourced Indefinite Delivery Indefinite Quantity contract N6133122D0001 to Northrop Grumman Systems Corporation, 895 Oceanic Drive, Annapolis, MD 21401 for providing depot level support, which includes repair, maintenance, spares, engineering support, alteration, overhaul, production, modification, and upgrades of: AN/AQS-24 Sonar Detecting Set (all Variants) An/ALQ-141 countermine Set Common Post Mission Analysis (CMPA) Intermediate Level Test Equipment (ILTE) This requirement was determined that no other sources can satisfy this requirement without significant schedule, technical, and cost risk as identified in Justification notice 121005 and related notice N6133119R001301. The use of any other vendor would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. Northrup was and is the original sole developer and original equipment manufacturer (OEM) of the AN/AQS24 system. The Government did not purchase or acquire the rights in data and design or a technical data package (TDP) to a sufficient level to support a competition for the AN/AQS-24 or the services needed to maintain, repair, or modify them. As the sole developer and OEM, Northrup, is the only source with sufficient in-depth knowledge of the AN/AQS-24 that could fabricate the parts, conduct repairs, and make the required design modifications to meet the Navy's requirements. Additionally, Northrup holds the proprietary data for the AN/AQS-24 system. Northrop Grumman Systems Corporation is the only source that can satisfy the Government's requirements. The extended period of performance will provide an additional 36 months that will occur from 18 March 2027 to 17 March 2030, if all options are exercised. The NAICS code is 334511 and PSC 5845.
