Description
This Sources Sought Notice/Request for Information is being posted to satisfy the requirement under the Defense Federal Acquisition Regulation Supplement PGI 206.302-1(d). The Defense Counterintelligence and Security Agency (DCSA) intends to negotiate on a non-competitive basis with KPMG LLP at 8350 Broad ST STE 900, Mclean, VA 22102 for the procurement of Financial Management (FM) Modernization which includes strategic alignment of financial management activities; transformation and optimization of FM operations to include optimization of core FM technology, reconfiguration and modernization where it benefits the government, end-to-end business optimization across DCSA Office of the Chief Financial Officer (OCFO), FM workforce analysis, FM function analysis and alignment for optimal workflow across the enterprise, and organization change management support for FM and Working Capital Fund (WCF) activities. Under the authority 10 USC 3201(b)(B) as implemented by FAR 6.302-1(a)(2)(iii), the Government intends to issue a sole source contract to KPMG LLP. DCSA�s OFCO requires mission-focused financial and analytical support with a broad understanding of both general and working capital fund expertise, and DCSA�s FM Strategic Goals mission priorities. To effectively support OFCO, the contractor must have the capabilities to evaluate DCSA�s current �as-is� structure and processes, the Agency�s Strategic Goals, Mission Priorities, and develop and implement processes to support day to day operations as well as design new or modernize processes that are compliant with Department of War (DoW) general and working capital fund policies and guidance. KPMG possesses in-depth knowledge and understanding of the requirement, having been competitively awarded predecessor contract FA701420D0009/ FA701424F0262. KPMG is the only known entity that can satisfy the requirements of this effort at the level of quality required and is positioned to immediately provide this support. The start-up time and extensive learning curve required to develop an equivalent understanding of the OCFO �as-is� state and its �to-be� state to be reached at the conclusion of the FM transformation/ modernization activities by another contractor would likely result in unacceptable delays in fulfilling DCSA�s requirements. This is a sole source notice published for informational purposes only and not a request for competitive proposals. However, all responsible sources may submit their technical capabilities, which, if received within fifteen calendar days of publication of this notice, shall be considered by DCSA. All responses must be submitted to the Government point of contact at the e-mail address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
