Description

The Contractor shall be responsible to perform Preventative Maintenance services three times a year on the Security Engineered Machinery (SEM) brand, Disintegrator & Briquettor System, Model 23/5 GVK with maintenance services being conducted approximately once every four months. Contractor will provide Emergency Service Calls in the event Disintegrator & Briquettor become non-operational. The contractor will respond to Emergency Service Calls within 10 days with one emergency service call each option year if needed. This contracted service provides maintenance on the installation's destruction equipment used by all organizations and Directorates at the United States Army Aviation Center of Excellence (AVCOE), Fort Rucker, Alabama. This requirement is for the Preventative Maintenance for Destruction Devices services at Fort Rucker, Alabama. NOTICE OF INTENT TO AWARD SINGLE SOURCE: The NAICS Code is 811310 - Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance. The Mission and Installation Contracting Command at Fort Rucker intends to award a sole source firm fixed price contract as authorized by FAR 6.302-11(b)(3) to Security Engineered Machinery, Inc. (SEM). In order to comply with FAR 16.507-6(b)(2) Only One Awardee is Capable, the reason for lack of competition is as follows: The acquisition is required to use a specific contractor because Security Engineered Machinery Company, Inc is the proprietary company for security equipment. The equipment is proprietary in design requiring a thorough vetting and training process to perform certified maintenance, warranty repairs, and precise calibration. Security Engineered Machinery Company, Inc Briquettors, Disintegrators, and Degaussers are not available through other manufacturers. Only OEM (original equipment manufacturer) parts are used in support of repairs to ensure reliability, proper function, and maintain OEM warranties. These parts are only supplied through Security Engineered Machinery Company, Inc. Due to this, the equipment is only allowed to have work done on it by Security Engineered Machinery Company, Inc. or their subcontractors; therefore, the service of the procurement and maintenance of the equipment must be completed by Security Engineered Machinery Company, Inc. This Notice of Intent is NOT a request for competitive quotes or proposals. A determination by the Government for the competition of this requirement based upon responses to this notice is solely within the discretion of the Government. All responsible sources or authorized vendors may submit a capability statement that meets all the requirements in the attached Statement of Work (SOW), proposal or exception to the intent to award on a sole source basis, which shall be considered by the Government via e-mail to Mrs. Rowan Anderson at rowan.e.anderson.civ@army.mil no later than 13 March 2026 at 4:30 pm Central Standard Time. Only responses received by this date will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Be advised that all correspondence sent via e-mail shall contain a subject line that reads �Notice of Intent SS �Destruction Equipment�. Note that e-mail filters at Fort Rucker are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e., .exe, or .zip files). Therefore, if this subject line is not included, the e-mail may not get through the e-mail filters. Also be advised that .zip or .exe files are not allowable attachments and may be deleted by the e-mail filters at Fort Rucker. If sending attachments with e-mail, ensure only .PDF, .doc, docx, xls, or .xsls documents are sent. The e-mail filter may delete any other form of attachments.
