Description
The purpose of this notice is to revise the pre-solicitation synopsis for Landing Craft, Air Cushion (LCAC) 100 Class MT7 Engines, Installation Kits, and Spares originally published on 25 OCT 2022, and revised on 18 MAY 2023. This pre-solicitation synopsis is published for informational purposes only. The Naval Sea Systems Command (NAVSEA) intends to award a Firm Fixed Price commercial contract to Rolls-Royce Corporation, 450 S. Meridian St., Indianapolis, IN 46225. This contract is for the procurement of 36 MT7 Turboshaft production engines, 1 MT7 Turboshaft spare engine with an option to procure 3 additional spare engines, and 9 MT7 Turboshaft engine installation kits. This contract will also include the procurement of troubleshooting, repairing, and upgrading the MT7 Portable Test Tool Kit in support of the Ship to Shore Connector (SSC) program. This requirement will be negotiated on a sole-source basis in accordance with statutory authority 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1. There is only one responsible source and no other supplies or services will satisfy agency requirements because Rolls-Royce is the sole manufacturer of the LCAC 100 Class MT7 Turboshaft engine and installation kits. The proposed contract action is for supplies, for which the Government intends to solicit and negotiate under FAR Part 12 � Acquisition of Commercial Products and Commercial Services. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
