8 July 2026. As anticipated, Amendment 3 to the subject solicitation has been published to address and correct the discrepancies identified within the Statement of Objectives (SOO) and the attachment List of Materials. In order to properly prepare and submit their offers, all prospective offerors are kindly invited to review the following updated documents, which have been duly revised and enclosed with this amendment: Combined Synopsis/Solicitation FA568226QA050 Channel Banks � Amendment 3 Attachment 2 Fiber Channel Banks SOO_20260707 (FINAL) V4 Attachment 4 � List of Materials and Services, Revision 1 For the convenience of all offerors, a comprehensive summary of the changes introduced by this amendment is listed below: COMBINED SYNOPSIS CLIN STRUCTURE CLIN 0001: Reference to the version of Attachment 4 has been added. Reference for training has been cancelled. Removed CLIN 0003, since the spare FOTS is no longer part of the requirement. Only the TC Communications Spare kit is required, which is CLIN 0002. SOO Paragraph 2.2.3, Shipping Address, updated the address (yellow highlighted) to reflect the base commercial shipping point. Paragraph 3.1, table 3, added wording (see yellow highlighted) under the Interface column to reflect the shift from the 2 Wire E&M Module to the RS-232 module, like the change made in the List of Materials. Paragraph 3.2. Table 4 Port Count, verified the port count with the RAWS technicians and updated the Tower line to reflect 13 TX Ports and 13 (red text) RX Ports. Paragraph 3.2. The note under the Signal Flow section has been updated (yellow highlight) to show there are Six radios (not Five as previously stated) that are connected to the Primary Audio Switch (PAS). This mirrors the information that is listed in Paragraph 3.2.1. GATR B1473. Figure 6, updated to reflect how many ports are needed at each facility (see yellow highlight text). Paragraph 3.8 has had language removed about the FOTS spares kit. The only requested item is the TC Communication Manufacturer recommended spares kit, as highlighted. Paragraph 5.1 Table 5 List of Deliverables: the Training Materials Data Item Title has been removed (formerly CDRL A003). The rest of the table, and other deliverables paragraph references, have been adjusted accordingly. Paragraph 5.1 Table 5 List of Deliverables: added in the Status Report (CDRL A006 as yellow highlighted) that is referenced in Paragraph 4.5. Paragraph 5.6, Training, has been removed. This will be a user requirement, and if required, a separate purchase/contract through the vendor. List of Materials Blocks 1, 2, 3 & 4 were changed from the 2 Wire E&M Module (part # TC8805R-0000-5A-12) to the RS-232 Module (part # TC8802R-0000-5A-12) ******************************* 7 July 2026 - Purpose of Amendment 2 It has been brought to our attention that certain discrepancies exist within the Statement of Objectives (SOO) and the List of Materials which, if left unaddressed, could adversely affect both the requirement and the offers/quotations submitted by interested vendors. We are proactively working to resolve these discrepancies and anticipate making the updated and corrected versions of the SOO and Bill of Materials available in the near future. For this reason, Amendment 2 to the subject solicitation hereby extends the closing date FROM 7 July 2026 TO 16 July 2026. Once the new and definitive documents are available, they will be posted on SAM.gov through a subsequent � and hopefully final � amendment. Enclose the update version of file named "Attachment 3 SOO Table 1 Buildings Floor Plans" renamed as "Attachment 3 SOO Table 1 Buildings Floor Plans Rev.1" (now including Bldg. 13046 and Bldg. 13047 information). Furthermore, the document "Combined Synopsis_Solicitation FA568226QA050 Questions and Answers" has been duly enclosed. ******************************* This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with Revolutionary FAR Overhaul (RFO) Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation number FA568226QA050 is issued as a request for quotation (RFQ) for Engineering, Furnishing, Installing and Testing (EFI&T) of a new transport equipment for radio, voice, and data requirements replacing the existing manufacturer discontinued Time Division Multiplexing (TDM) Channel Banks with a new fiber optic transmission system (FOTS) at Aviano AB, Italy (See enclosed documentation for specifications). The Government intends to award a firm fixed price (FFP) purchase order that meets the specifications as outlined in the files attached. The proposed contract action is for BRAND NAME commercial supplies and services, see the redacted Brand Name Justification. Interested parties may identify their interest and capability to respond to the requirement and submit quotes. Determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Government will award a contract resulting from this solicitation without discussions to the responsible offeror whose quote, conforming to the solicitation and submitting the documentation that represents the best value to the Government, price, delivery, technical acceptability, past performance, and other factors considered.
